On April 4,2019,the ministry of education launched the "two-million-yuan plan" for first-class undergraduate majors,aiming to promote the transformation of higher education from "running with" to "leading" through the construction of "first-class colleges" and "first-class majors",and to make the reform and development of first-class undergraduate education enter a substantive stage.Under this background,the investigative study idea oriented outstanding students as the center,student ability development as the key points and break through the original mainly organized quantitative evaluation and rigid logic framework,the theme of the value with multi-dimensional and multi-level process oriented reform becomes the key to the development of higher education connotation with emphasis.However,how to measure whether the concept of research-based study oriented into colleges and universities throughout the quality in the process of development,whether from the traditional instruction model,simplified rigid control evaluation to the student ability of self-discipline,initiative,multi-level evaluation,so as to create a new mode of talent training,and to greatly improve the quality of talent training.However,a scientific evaluation index system has not been formed,and we do not know the validity of research-based learning in universities.Therefore,only the formation of a scientific and operational research evaluation system can have important practical significance for the innovation and development of the pursuit of first-class quality in colleges and universities.The construction of the evaluation index system of research-based learning needs to form scientific and operational evaluation in the process of solving the following problems.(1)how to define the essential characteristics and concepts of research-based learning,clarify the concept of research-based learning and its evaluation system,and define the concept of the evaluation system of research-based learning in this study;(2)discuss the theoretical basis of the evaluation system of research-based learning,and then discuss the construction basis of the standard of the evaluation system of research-based learning.(3)what is the status of the evaluation system of research-based learning? What are the problems? How to solve this problem so as to provide reference for the construction of the evaluation system of research learning?(4)how to define the construction logic,construction elements,and index weight of the evaluation system,and get the final evaluation index system?On this basis,the full text of the study from four parts for the university students research learning to give a quality level and evaluation criteria,to promote the development of research learning.The first part is composed of the first chapter and the second chapter.First,the background and significance of the topic as well as the ideas and methods of this research are expounded.Then,on the basis of sorting out relevant literature,this paper analyzes the general situation of the content related to research-based learning and its evaluation system,further clarifies the essential characteristics and concepts of research-based learning,and on this basis defines the new concept of the evaluation system of research-based learning in this study.The second part is composed of three chapters,focusing on the theoretical basis of the evaluation system of research-based learning.On the basis of clarifying the relevant concepts and the essential characteristics and ideas of the evaluation system of research-based learning,the theoretical basis for constructing the standard of the evaluation system of research-based learning is further expounded.The study holds that the evaluation of research-based learning is different from the traditional evaluation system,and it changes from the traditional command and single rigid control evaluation to the students' capability-oriented self-discipline,initiative and multi-level evaluation.According to its essential characteristics,it takes the theory of multiple intelligences,constructivism and modern educational evaluation as its theoretical basis.The third part consists of chapter 4,the SWOT analysis method,from four aspects,such as S(strengths)advantages are analyzed in detail inquiry learning evaluation system of the present situation and the existing problems,and mainly from the guide decision-making process more open more credibility and so on four improvement measures are put forward,in order to enhance the level of inquiry learning evaluation system.The fourth part consists of chapter 5,in the full inquiry learning evaluation system of the status quo of opportunity,to clarify the existing problems and application strategy of reasonable evaluation system of innovation,on the basis of based on balance score card(BSC),the theory research learning in colleges and universities are analyzed from the Angle of system for target and its law of development,initially formed "four one" project-based learning dimension to build the evaluation index system.By Delphi questionnaires designed by 16 experts two rounds of questionnaire survey,qualitative analysis and quantitative statistical analysis for the expert group of advice to the consistency of the evaluation index system of inquiry learning,thus to build a contains 4 first-level indicators,11 second-level indicators,24 tertiary index evaluation index system of inquiry learning in colleges and universities.Further use of the analytic hierarchy process,the weight of each index is obtained and the weight of each index is discussed and analyzed,the importance order is obtained,a new evaluation index system of research-based learning is formed,and a new direction of the key reform and development of colleges and universities is given.
