The issue of teacher education and disciplinary power in my country has always been the focus of social attention.The reason why it has received extensive attention from society is mainly due to some strange phenomena that have appeared in society in recent years.For example,"campus violence","school trouble","Yang no matter what",etc.It can be said that it is the repeated occurrence of these strange phenomena that makes the issue of teacher's right to punishment of education gradually pushed by public opinion to the cusp of public opinion.Today,in July 2019,relevant departments clearly stated for the first time in the "Opinions on Deepening the Reform of Education and Teaching and Comprehensively Improving the Quality of Compulsory Education" that teachers have the right to disciplinary education.In November of the same year,they also issued the Disciplinary Rules(Draft for Comment)(hereinafter referred to as the"Disciplinary Rules"),further raises the issue of teachers' right to disciplinary education on the legal agenda.The main purpose of this is to improve the quality of compulsory education,but also to standardize teachers' daily management behavior and fully protect teachers' legal rights and interests.Such a move is undoubtedly a happy thing for most teachers,because they can now punish dishonesty students justly.However,most of the punishments for teachers who have lost their standards stay at the empirical level.There is very little information they can refer to,and the only "disciplinary rules" that can be used as standards are not yet legally effective.Not only that,but through interviews,it is also found that some teachers still have a negative attitude towards the right to punish education.Why do these teachers raise objections?The reasons are mainly as follows:On the one hand,these teachers believe that when the country does not explicitly propose that teachers have the right to punish education,they can choose not to use or give up the right to punish education,so as to avoid harm to students due to excessive punishment,and Will not be bound by relevant laws because of violating relevant regulations;on the other hand,although the state clearly proposes that teachers have the right to punish education,and issued the "Disciplinary Rules",but considering that the relevant laws have not been perfected,revised and can be used for reference Due to the lack of content and other factors,she finally chose to shelve or renounce the right to discipline education.However,from the perspective of the long-term development of students,it is necessary to educate and punish reasonably.Because reasonable educational discipline not only helps to regulate students' anomie behavior,to cultivate students' sense of responsibility and social responsibility,but also can further increase the students' direct experience,develop students' cognition,and make students make mistakes in practice.Correct,grow in correct.Therefore,it is particularly important to understand the current status of the teacher education disciplinary power in my country,to clarify the necessity of the teacher education disciplinary power,and to summarize the reasonable use procedures of the teacher education disciplinary power in actual operation.This not only supplements and refines the content of the right of education and punishment,but also provides an example of operation for the majority of front-line teachers.
