Research On The Optimization Of Grassroots Government Governance Capacity In X County Under The Background Of Rural Revitalization

In China’s administrative system,the township government is at the end.It can be said that the township government is the foundation of the national governance system.The optimization of governance ability of township government is the core and soul of rural development.It must keep pace with the times and make adjustments according to the development of the times and economic changes.The 19 th National Congress of the Communist Party of China has made a major decision to implement the Rural Revitalization Strategy,which is the general grasp of the "three rural" work in the new era.Township government is the main responsibility of rural construction.The optimization of township government’s governance ability is related to the effectiveness of the implementation of Rural Revitalization Strategy.On the one hand,Rural Revitalization puts forward new requirements for the optimization of governance capacity of township government,on the other hand,it also provides unprecedented development opportunities.However,there is still a lack of targeted research on how to enhance the capacity-building and achieve "effective governance" under the background of rural revitalization,as well as sufficient theoretical guidance for the practice of Rural Revitalization,In this paper,a new systematic study on the optimization of governance capacity of township government under the background of Rural Revitalization is proposed.Taking X county as the case study object,this paper makes flexible use of mature theories such as collaborative governance theory and new public service theory.Firstly,this paper introduces the macro basic situation of X county in detail,and points out the basic situation of X county in the aspect of government governance ability;Secondly,it analyzes the existing problems of the governance ability of the grass-roots government in X county under the background of rural revitalization,and finds that there are still five kinds of problems,such as weak social governance ability,bureaucratism and formalism,public service can not meet the public demand,the weakening role of cultural construction and the serious lag of "three rural" work,Find out the deep reasons;Finally,from the above five aspects,the paper puts forward the countermeasures to optimize the governance ability of X county’s grass-roots government under the background of Rural Revitalization.In terms of enhancing the social governance ability,it is necessary to build a macro pattern of multiple subjects participating in the governance of grass-roots government,effectively promote the positive transformation of various functions of grass-roots government,and cultivate a team with high quality and good style;In terms of strengthening the construction of township cadres,we should take party building as the starting point,ensure the correctness of political direction,build a dynamic contingent of township cadres,and improve the performance evaluation and supervision mechanism of township governance ability;In terms of enhancing public service capacity,we should constantly establish and improve relevant systems,ensure the efficient and stable production and supply of public goods and services,actively guide social organizations,enterprises,media and the public to participate in the provision and construction of public services,and encourage them to participate in the county public governance orderly and effectively;In terms of enhancing the ability of cultural construction,we need to strengthen the spirit of governance according to law,attach importance to the inheritance and development of local culture,and strengthen the cultivation of cultural service talents;In terms of improving the service level of township government for "agriculture,rural areas and farmers",we should promote industrial agriculture and e-commerce entrepreneurship,ensure the increase of farmers’ economic income,strengthen the agricultural foundation and rural foundation,make rural development more dynamic,and finally focus on precision poverty alleviation and agricultural modernization,so as to form the basic guarantee for Rural Revitalization.This paper constructs a logical framework of governance capacity of grass-roots government based on the background of Rural Revitalization.Under this framework,a comprehensive use of a variety of academic research methods is conducted.The purpose is to promote the construction of a service-oriented government,implement effective governance,serve the political demands of the general public,and promote the high-quality development of national economy and society,It is also of great significance in guiding practice.
