Research On The Improvement Of Governance Capacity Of Shigatse Municipal Government In Tibet Under The Rural Revitalization Strategy

Local governments play many roles in all aspects of the area under their jurisdiction,both in terms of political and economic leadership and organization,as well as cultural and production management.The stronger the governance capacity of local governments,the higher the development speed and quality of economic and social indicators in the areas under their jurisdiction.Local governments’ capacity for governance must remain in line with the times and be constantly improved to keep up with the evolution of the times.Providing opportunities and platforms for the growth of local government governance capacity,the rural revitalization strategy also sets forth higher demands.Although scholars have found success in their investigations of local government governance,yet,in the context of rural revitalization,due to the varying growth of different areas has left local governments,especially in ethnic minority regions,without definite measures to improve their governance abilities.Consequently,this article will focus on the improvement of the governance capacity of the Shigatse municipal government under the rural revitalization strategy for a more specific analysis.The evaluation of government governance capacity is not only analyzed from the macro level,but also the satisfaction evaluation of the government governance capacity is also very important.In this way,this article combines macro and micro to evaluate the governance ability of the Shigatse municipal government,and analyze the existing problems and put forward corresponding suggestions.To begin,it will analyze pertinent literature on government governance capabilities both domestically and internationally.This article delves into the implications and contents of rural revitalization,local government and its governance capabilities,as well as the connection between rural revitalization and local government governance capabilities.Based on the principles of good governance,holistic governance,and new public management,the current situation of municipal government governance in Xigaze is analyzed from five aspects: economic governance,political governance,social governance,cultural governance and ecological governance.Secondly,select the data since the implementation of the rural revitalization strategy in 2017-2021 from the macro level,and build an evaluation index system in combination with the main indicators in the rural revitalization plan and relevant indicators of local government governance capacity,and use the entropy method to evaluate the governance capacity of the municipal government in Xigaze,Tibet.Then evaluate people’s satisfaction with the government’s governance ability from the micro level,and conduct a questionnaire survey.In order to better apply the subjectivity of the people’s satisfaction survey,the fuzzy comprehensive evaluation method is used to evaluate people’s satisfaction with the government’s governance ability.Finally,combined with the evaluation results at two levels,the problems existing in the current governance capacity of the Shigatse municipal government are analyzed,including:(1)the transparency of government affairs needs to be improved,the ability to respond to emergencies needs to be improved,and the quality of government administrators needs to be improved;(2)The urban and rural income is relatively low and the gap is relatively large The budget is unbalanced;(3)The social security capacity needs to be improved,and the awareness of public services needs to bestrengthened;(4)The inadequate is the provision of public cultural services,and the advancement of science and education must be advanced;(5)The ecological environmental protection system needs to be improved,and the effect of ecological protection is poor,and the reasons for its existence are analyzed.Proposals to enhance the Shigatse municipal government’s governance capability are proposed,in conjunction with the "effective governance" of government governance and the current rural revitalization strategy.These include:(1)Enhance the transparency of government operations,bolster its capacity to handle emergency situations,and enhance the caliber of its personnel;thus,augmenting the openness of government matters;(2)Strengthen the participation of the people in industrial revitalization,improve financial self-sufficiency,optimize the industrial structure,comprehensively promote the rural revitalization strategy,and realize the integrated development of urban andrural areas;(3)Enhance the security system,augment its capability,and augment the public service supply capability of the government;(4)Enhance public cultural amenities and foster the building of rural civilization,increase investment in science and education,and improve cultural soft power;(5)Improve environmental protection,improve the environmental protection system,and improve ecological environment coordination.Governance ability.This article aims to explore effective countermeasures in order to provide strong support for the municipal government of Xigaze,Tibet,to improve its governance capacity under the rural revitalization strategy.
