Research On The Improvement Of Township Government Governance Ability Under The Background Of Rural Revitalization

The governance ability of township government directly affects the daily life of the people and will also affect the concrete implementation of rural revitalization.Since the 18 th National Congress of the CPC,our country has won the battle against poverty and completed the building of a moderately prosperous society in all respects.Now,on the basis of consolidating and expanding the achievements in poverty alleviation,we should focus on rural revitalization.The 19 th National Congress of the CPC put forward the general requirements for implementing the rural revitalization strategy and made major decisions and plans for its implementation."Effective governance",one of the general requirements of the rural revitalization strategy,as the key to promote rural revitalization,fully reflects the importance of improving the governance capacity of township governments.The research on the governance ability of township government is helpful to the realization of the strategic goal of rural revitalization,and also helps to improve the capacity of township government to perform their duties.Based on the general requirements of rural revitalization strategy,this paper makes a more specific analysis on how to improve the governance capacity of L town government in Gansu Province under the background of rural revitalization.Taking L Town in Gansu Province as an example,this paper conducted a thorough and detailed analysis of the governance capacity of L Town government through literature collection,field investigation and inquiry of relevant information.Supported by the governance theory,the government function theory under the market economy and the local government governance capacity theory,it summarized the achievements and problems of the governance of L Town government.Analyze the causes of the problems and put forward countermeasures.This paper empirically explains the governance ability of township government from four aspects,namely,grassroots governance ability,economic development ability,public service ability and ecological governance ability.Through the analysis,there are still some problems in the governance of L town government in Gansu Province,mainly including the shortcomings of grassroots governance,relatively backward economic development,insufficient supply of public services,lagging concept of ecological governance and so on.Then analyze the causes of the problems from four aspects: the lack of management personnel at the township level,the underdeveloped township industry,the unsound public service system and mechanism,and the lack of long-term ecological governance concept.Finally,it summarizes the suggestions to improve the governance capacity of L township government in Gansu province,including strengthening the construction of "five governance",improving the grassroots governance capacity,implementing rural revitalization,improving the township economic development capacity,perfecting the public service supply mechanism,enhancing the public service capacity,changing the concept of ecological governance and improving the ecological governance capacity.In view of the existing problems,this paper puts forward relevant countermeasures from four aspects of township government governance ability,in order to make a contribution to improving the governance ability of L township government in Gansu Province under the background of rural revitalization.
