Research On Legal Issues Of Administrative Supervision Of Online Education Institutions In Primary And Secondary Schools

The problem of education has always been concerned in our country“ It has become an inevitable trend for the Internet + "industry to enter the field of education,and online education,as a new form of business,has been surviving and developing.In July 2010,the outline of the national medium and long term education reform and development plan(2010-2010)was issued.Chapter 19 puts forward the work requirements for education informatization.In 2012,the Ministry of Education issued the "ten year development plan of education informatization(2011-2020)",which defined the specific requirements for the further development of China’s education informatization,and provided a new direction and ideas for the online education industry to carry out online curriculum services.In 2018,the scale of online education market expanded rapidly,and in 2019,the scale of online education users has exceeded200 million.On the one hand,online education institutions are blooming everywhere,and on the other hand,many problems are exposed.The first problem is that online education institutions in primary and secondary schools violate the relevant management regulations due to the lack of supervision,run schools without license,teach in advance,and maliciously infringe on the legitimate rights and interests of consumers.While promoting the process of education informatization,the state also implements the relevant work of managing education according to law in all fields of education.This paper combs the relevant laws and regulations of online education in primary and secondary schools,compares online education institutions with offline education institutions and traditional education mode,puts forward the characteristics of online education institutions in primary and secondary schools,and analyzes the necessity of accepting administrative supervision.This paper summarizes the problems behind the current situation of online education institutions in primary and secondary schools,and puts forward suggestions on improving the administrative supervision system of online education institutions in primary and secondary schools.This paper is divided into four chapters.The first chapter mainly introduces the research background and significance,research methods,research status at home and abroad.In the second chapter,combined with the development background of online education institutions in primary and secondary schools,in order to ensure that their multiple attributes are not affected and destroyed,and to ensure the balanced flow of educational resources,the healthy and orderly development of the industry and other reasons,the necessity of accepting administrative supervision is demonstrated.The third chapter mainly introduces the current situation and shortcomings of administrative supervision of online education institutions in primary and secondary schools.Starting from the legal basis of administrative supervision,the contents and methods of supervision,and the functional departments of supervision,this paper explores the problems existing in the current administrative supervision of primary and secondary online education institutions,such as the lack of specificity and pertinence of legal basis,the imperfection of access and exit mechanism,the imperfection of linkage supervision mechanism,and the lack of effective connection with the education supervision system.The fourth chapter is problem oriented,and puts forward some suggestions to improve the system,such as building a perfect legal system,building an access and exit mechanism to meet the goal of modernization of education governance,building a perfect linkage supervision mechanism,and making a good connection with the education supervision system.
