Research On Administrative Supervision Of China’s Online Fundraising

The Fourteenth Five-Year Plan for National Economic and Social Development of the People’s Republic of China and Outline of Vision 2035 clearly propose to optimize the social assistance and charity system,promote the development of charity,and standardize the online charity platform.This is of great significance to the development of online philanthropy.Online donation is an important part of philanthropy.It has developed rapidly in the past ten years.The amount of donations raised has been increasing year by year.It has helped many disadvantaged groups alleviate the economic pressure and played an important role in social assistance and charity development.Online fundraising will continue to develop rapidly in the future and play a more important role.At the same time,it should be noted that there are still some problems that need to be solved urgently in online fundraising.From a theoretical perspective,the boundaries between online fundraising and related concepts are still relatively vague,and there is an urgent need to clarify the related links.From the perspective of social practice,problems such as fraud,fraud,irregular fundraising,and commercial fundraising have occurred during the operation of online fundraising,which has seriously damaged the credibility of the new fundraising model of online fundraising and is not conducive to the future development of online fundraising.On the whole,one of the important reasons for many problems in theory and practice is the imperfect administrative supervision of online fundraising.Specifically,the administrative supervision of online fundraising has problems such as imperfect legislation,unclear supervisory responsibilities,imperfect supervisory means,and lack of focus.To promote the sound development of online fundraising,it is necessary to improve the administrative supervision system and mechanism of online fundraising,so that administrative supervision can play its due role,solve the problems existing in online fundraising,and create a good development environment for it.This article focuses on the administrative supervision system of online fundraising in our country:First,elaborate the characteristics of online fundraising and clarify the difference between online fundraising and related concepts.Second,conduct an administrative legal analysis of the administrative supervision of online fundraising,and point out that administrative supervision should abide by administrative legal norms and comply with the basic legal principles and principles of administrative law.Explains the necessity and feasibility of administrative supervision.From the perspective of administrative supervision,the author puts forward the viewpoint of including personal online help in the administrative supervision of online fundraising,and makes a detailed argumentation on the reasons.Third,analyze the problems and causes of the administrative supervision of online fundraising,and point out the direction for countermeasure research.Fourth,examine the administrative supervision system of extraterritorial network fundraising,and then put forward the enlightenment for my country’s administrative supervision.Fifth,explore measures to improve the administrative supervision of online fundraising in line with the actual situation in my country,from improving the legal system of administrative supervision of online fundraising,clarifying the main responsibility of the administrative supervision of online fundraising,improving the administrative supervision of online fundraising,and strengthening the supervision of online fundraising platforms.Propose corresponding strategies in order to further improve the governance level in the field of online fundraising and promote the development of our country’s philanthropy.
