Preschool education supervision is an activity that the government actively intervenes and controls preschool education institutions in order to achieve the goal of early childhood care and education.With the increasing number of children in kindergartens and kindergartens,the traditional supervision ability of preschool education appears to be inadequate,seriously lagging behind the development of preschool education,exposing the problems of low supervision efficiency,insufficient supervision energy and backward supervision methods.The development of preschool education supervision is related to the practice of promoting the well-being and public welfare of preschool education,as well as the guarantee of children’s learning and life in kindergartens,and is also related to the overall education quality level of China’s preschool education system and the realization of China’s strategy for talent cultivation.Under the context of the modernization of legal education and the construction of education power,it is necessary to explore a more reasonable and efficient regulatory system for preschool education supervision.Preschool education supervision,as a specific application of supervision in the field of preschool education,is often characterized by the government’s single subject,behavior supervision and management,active intervention and control.Through the control of preschool education activities with compliance,we can achieve a certain order or state.Regulation,as a kind of governance mode,especially administrative regulation,is closely related to the supervision in behavior characteristics,standards,procedures,governance purposes,which reflects the isomorphism of the two.However,regulation emphasizes the diversification of regulation means and the efficiency of regulation implementation to achieve better or best regulation,which can bring systematic innovation to preschool education regulation.Administrative regulation,as a way of supervision by which the government uses public power to formulate certain rules or restricting and regulating the objects of regulation through specific administrative acts,can provide a useful reference for the preschool education supervision.That is to say,by using the regulation strategy of administrative regulation theory,we can build a more flexible,normative and guaranteed preschool education supervision system.This paper mainly uses normative analysis method,formal logic analysis method,hermeneutics analysis method,literature analysis method,and so on.On the premise of clarifying the regulation strategy of administrative regulation theory and the essence of the regulation system of preschool education supervision,the article firstly discusses the part that the regulation strategy of administrative regulation theory fits with the regulation system of preschool education.Then on the basis of the exchange between the legal provisions of preschool education supervision and administrative regulation theory,this paper completes the inspection and reconstruction of preschool education supervision system by administrative regulation theory.Among them,China’s preschool education supervision is mainly divided into three types of regulatory matters: supervision standards(kindergarten access standards,kindergarten personnel standards,kindergarten teaching standards),internal supervision(kindergarten organization management,kindergarten operation management),and external supervision(kindergarten funds supervision,kindergarten operation supervision).Based on the abstract regulation strategy,meta-regulation strategy and direct regulation strategy of administrative regulation theory,this paper tries to explain the supervision of preschool education in China,and provides specific guidance for improvement.It can realize the abstract regulation of preschool education supervision standards,the meta-regulation of preschool education internal supervision,and the direct regulation of preschool education external supervision.The abstract regulation of preschool education supervision standards is to explore the supervision standards of preschool education supervision under the abstract regulation strategy.It can discuss the admission standards of kindergartens through the "minimum quality standards",the standards of kindergarten personnel through the best cost-effective standards,and the standards of kindergarten teaching through negotiation standards.The meta-regulation of preschool education internal supervision is to explore the internal supervision of preschool education supervision under the meta-regulation strategy.It can discuss the organizational structures and management philosophies of kindergartens through organizational meta-regulation,and can explore status of self-regulation and procedural control of kindergartens through procedural meta-regulation.The direct regulation of preschool education external supervision is to explore the external supervision of preschool education supervision under the direct regulation strategy.It can discuss the funds supervision of kindergartens through restrictive direct regulation to emphasize the compliance of the regulated subjects,and discuss the operation supervision of kindergartens through incentive direct regulation to enhance the enthusiasm of the regulated subjects and the grass-roots supervision subjects with incentive means.
