Grass-roots petition work is a process for grass-roots petitioners to directly provide services to the people.It is the party’s basic work.It implements the scientific development concept,develops socialist democracy,closes the party and the masses,and builds a socialist harmonious society.Has an important role and significance.According to the status of China’s petitions,most of the petitions occur at the grassroots level.The work of petitions is facing ordinary people.Only by doing a good job in the masses can we win the trust of the masses.The masses have problems in finding letters and visits.Letters and visits are the main channel for solving problems for the masses,and they are also effective channels for the people to express their demands.The effective solution of the letter and visits depends on the grassroots.The grass-roots petition department understands the ins and outs of the incident and has the most right to speak.It can handle petition incidents in the region well.Therefore,the focus of petition work should be at the grass-roots level,and the grass-roots level should assume the heavy responsibility in this regard.In view of domestic grass-roots petition work,the current academic research content is insufficient and systematic discussion is lacking.Based on this,this article selects Chengzhong District of Xining City as the research object,and conducts a lot of field investigations and visits to the grass-roots petition work in this area.,Obtained a large amount of first-hand data and information,in-depth analysis of the local grass-roots petition work,and discussed the existing problems and reasons,and then combined with theoretical and practical experience,put forward specific solutions to write a new era of happiness Xining The chapter in Central District provided theoretical basis,provided relevant suggestions for co-construction of green development model cities,and promoted the further development and improvement of grassroots petition work.This article is divided into five parts: First,the introduction,which briefly introduces the background,significance,domestic and international reviews,methods,ideas,technical routes and innovations of this thesis.The second is to introduce the related concepts and legal basis of China’s petition work.The third is to introduce the petition work in Chengzhong District of Xining City,and expound the status and main methods of petition work in Chengzhong District of Xining City.Fourth,based on the relevant content of the theory of political participation,combined with the above-mentioned cases,a comprehensive discussion of the problems and causes of the grass-roots petition work in the operation process.Fifth,according to the theory of social conflict,combined with the construction of a harmonious society,specific countermeasures were proposed to promote the further in-depth and perfection of grass-roots petition work.
