| Since the 18th National Congress of the Communist Party of China,with the upgrading of consumption,the cultural awareness of the whole people has been qualitatively improved.The state has given great support in policy.The development trend of China’s cultural industry is good,and state-owned cultural enterprises have become the development of cultural industries and construction of society.An important force of advanced culture of ism.AT State-owned Cultural Group,as one of them,has faced many difficulties in its transformation and upgrading,and it is far from the goal of promoting the cultural industry to become a pillar industry of the national economy.Moreover,the managers of state-owned enterprises still have a big misunderstanding about the concept of performance appraisal,and they have not received high attention,which makes it difficult for state-owned enterprises to adapt to market competition.Through questionnaire surveys and interviews,this paper analyzes the existing problems of AT State-owned Cultural Group’s performance appraisal,combined with the group’s strategic goals,uses the basic framework of the balanced scorecard to extract performance appraisal indicators that meet the characteristics of each sector,and draws a group-level strategic map.The following is a subsidiary company as an example.It uses the analytic hierarchy process to set indicator weights,establishes a quantitative or behavioral operability performance evaluation standard,and combines the attributes of each department of the AT state-owned cultural group.As an example,optimize its performance evaluation indicators.Finally,it discusses the safeguard measures of AT state-owned cultural group’s performance appraisal.This article starts with optimizing the performance appraisal system,and helps AT state-owned cultural group to improve the overall management level and core competitiveness through the balanced scorecard,a performance appraisal tool,to maintain and increase the value of state-owned assets.At the same time,it provides a certain reference for optimizing the performance evaluation of state-owned cultural enterprises. |
