In recent years,with the deepening of national cultural system reform,a large number of state-owned cultural institutions engaging in artistic performance and book publishing have been transformed into cultural enterprises and become the main force of China’s culture industry.They promoted the prosperity and development of the culture industry.However,in the process of participating in market competition,many operation and management problems were exposed in these reformed cultural enterprises.In order to maximize economic benefits,some companies sacrificed social benefits,wrongly handling the dialectical relationship between social benefits and economic benefits.Scientific and reasonable performance appraisal must be conducted to guild the management direction of reformed state-owned cultural companies.Based on this,from the perspective of the parent company’s assessment on the performance of its subsidiaries,this paper makes research on the performance appraisal system of reformed stated-owned enterprises.Taking eight subsidiaries of Y group as the research object,this paper analyzes the problems in the current performance appraisal and the causes through questionnaire inquire from the perspective of the parent company Y group’s performance appraisal of its subsidiary state-owned literary and art groups.On this basis,performance appraisal indicators are designed with the balanced score card,and then Y group’s performance appraisal indicator system for its state-owned literary and art groups is constructed by giving weights to indicators through analytic hierarchy process and expert scoring method.As for the implementation of the performance appraisal system,improvements are made in the implementation steps according to the PDCA theory.To ensure the smooth implementation of the performance appraisal system,corresponding supporting measures are adopted in organization,system,culture,and technology.This paper will provide theoretical support for Y group to carry out subsequent performance appraisal of its subordinated state-owned literary and art groups,and give beneficial reference for the appraisal of state-owned literary and art groups across the country.
