In June 2016,the Beijing Municipal Government issued the "Building Plan for Strengthening the National Cultural Center during the "Thirteenth Five-Year Plan" Period in Beijing",clearly pointing out that the implementation of the four centers of the capital in the new era was accelerated.In November 2017,the Beijing Municipal Government issued "Opinions on deepening the reform of state-owned cultural enterprises in the city"require state-owned cultural enterprises to make major breakthroughs in important areas and links through deepening reforms,and basically complete the classification reform of enterprises by 2020,and further optimize the layout of state-owned cultural capital.Establish a modern enterprise system with cultural characteristics,strengthen supervision over national cultural assets,promote the development of cultural enterprises,and enable large enterprises to have more international influence and core competitiveness.However,since the pilot of the cultural system reform in 2003,Beijing’s state-owned cultural enterprises have achieved remarkable results through the transformation of enterprises and the establishment of a modern enterprise system.However,the depth of reform is far from enough.Some deep-seated and fundamental problems have not been resolved.On the basis of raising questions and discussing the theoretical and practical significance of the study,this paper collates and summarizes the literature at home and abroad,establishes the theoretical basis for the development of state-owned cultural enterprises in Beijing,and combs the relevant theories of the reform of state-owned cultural enterprises,including principal-agent theory and enterprise contract theory.Through investigating the actual situation of the state-owned cultural enterprises in Beijing and analyzing the relevant data collected,it is found that there are still some problems in the development of the state-owned cultural enterprises in Beijing.That is,the mechanism of interconnection,interaction and correction between the operation level and the administrative level of the enterprises has not been fully established,and the responsibilities,rights and interests at all levels are not clear and coordinated.Contradictions and problems such as absence and offside of power,excessive action and omission,overlapping and vacancy of functions,and conflict of systems are still prominent,which are mainly manifested in asset management,corporate governance structure and enterprise management.Guided by the policy documents of the state and Beijing,relying on the principal-agent theory and the enterprise contract theory,and fully drawing on the experience of the reform of key state-owned cultural enterprises in China,this paper constructs a circle model of the reform of state-owned cultural enterprises in Beijing,puts forward a set of reform paths based on reality,and supervises and manages the supervision and Management Office of Beijing state-owned cultural enterprises.Key enterprises put forward reform proposals.
