Research On Risk Management Of AB Expressway Project Under PPP Mode

Expressway is an important part of the transportation infrastructure.The rapid development of social economy provides enough room for the expressway construction and development.On the whole,the expressway construction and investment industry is sunrise industry.By analyzing the implementation and development of the expressway project,we can find three of the most important reasons that hinder the expressway project development are the long construction period,the high money occupation and the expensive of labor,which totally different from the other kinds of transportation infrastructure construction situation.The local construction history of PPP mode is not long,and the implementation experience in this aspect of expressway is not rich enough.At the same time,a relatively perfect and systematic risk evaluation system has not been established.Therefore,there may be certain risks in the implementation process of the public-private partnership mode in the expressway construction project.Therefore,the risk management and control in the expressway construction is particularly important.In this research,we take the risk of AB expressway project as an example to recognize and evaluate the existing financial risk in the expressway project and raises some powerful measures to control the important existing risk,which can build up a risk control system that ensures the smooth development of the project progress.The whole research is based on the property of the PPP modes.Combining the theory of PPP model,project risk management and the theories related to the investment of the highway construction,this research uses literature research method,case analysis method and analytic hierarchy process to carry out a depth analysis understanding of the risk management of AB highway project in PPP mode.It also provides some concretes methods for avoiding the risk and build up the fundamental theories for the implementation of the subsequent expressway projects.Firstly,the article searches some relevant materials and documents to analyzes the basic situations and raises some problems in the AB expressway project.Combined with the geomorphic features of the proposed section of the project and the local economic and cultural environment,some basic problems of the project are put forward,and the possible risks are identified.Secondly,based on the method of analytic hierarchy process and the result of the risk factors recognition,it uses the four-layer to evaluate the risk of the AB expressway project in PPP mode.In further researching period,the article develops a mathematic formula and calculate the weight of each factor,pointing out the technique risk,capital risk,the low quality risk,etc.the six major factors that make the great effect on the AB high way project.Besides that,the article gives some methods and makes a plan based on the evaluation of the project...First,it is important to allocate the risks comprehensively,appropriately and relative evenly to make each participating entity undertake their responsibilities reasonably.Second,try to prevent the risk and increase the controll magnitude.Spare all of the efforts to decrease the unnecessary loss of each participant.Third,put forward some useful and effective suggestions and measures that can improve the working machanism and efficiency of AB highway project in the PPP model.
