Water is an essential resource in people's production and life,which is greatly connected with social development and human existence,but it also does harm to people.Among all the natural factors that restrict social and economic development,flood disaster is one of them.As a world-famous above-ground river,the Yellow River is unstable and changeable.Once the flood disaster occurs,it will cause irreversible damage to the urban development.Since the founding of New China,we have completed the the Dam project and Xiaolangdi project.However,the Yellow River flood control project needs multiple and collaborative construction to complete,so there are still a lot of unpredictable risks.People has gradually realized that it is necessary to combine engineering measures with non-engineering measures to prevent and control the Yellow River flood,only in this way can we meet the needs of social development.Therefore,this thesis takes a flood control project in a section of the Yellow River in Jinan as an example to study its risk factors,in order to provide some risk countermeasures for some similar projects.First of all,this thesis discusses the research background and significance of the Yellow River flood control project,references to the actual situation of relevant researches in the world,and introduces the specific research content and methods used in the research process.Secondly,this thesis explains the related concepts,and it elaborates the steps and methods of project risk management,and introduces the application process of the AHP(analytic hierarchy process)and fuzzy comprehensive evaluating method.Then,this thesis chooses one section of the Yellow River flood control and management project in Jinan as an example and identifies the risks to conclude a list containing 25 risk factors,and subdivides them into economic risk,technology risk,natural risk,management risk,social risk and resource risk.Next,this thesis calculates the risk weightings on the project by the analytic AHP and on the basis of the construction of project risk evaluation index system,the comprehensive weight of all risk factors is calculated to obtain the comprehensive evaluation impact degree and risk grade of all risk factors in risk management.Finally,took some measures to control the risks of the Yellow River flood control project such as management risk,technical risk,economic risk,natural risk,social risk and resources risk and so on,and the effectiveness and rationality of risk response measures have been verified scientifically.Based on the case analysis of the section of the Yellow River Jinan flood control and management project,this thesis shows that the enhancement of the recognition and research of this kind of risk,appropriate controls of risks and total function of risk management in engineering project will provide relative guarantee for the success of the aim.
