Research On The Characteristics Of Evaluation Opinions On The Overall Planning Of Small Towns Based On Text Analysis

According to the Ministry of Housing and urban-rural development,there were about18,800 small towns in China as of 2018.As an important carrier of new urbanization and Rural Revitalization Strategy,a large number of small towns will play an important role in promoting the integrated development of urban and rural areas and improving the human settlements environment.Since Fei Xiaotong published his report "The big problem of small towns" in the 1980 s,the research on small towns has been carried in a bucket truck.Among them,the discussion on the overall plan that guides their development direction has become a research hotspot,however,the research on the evaluation of its master plan plan is rare,and the research on the opinion of expert evaluation is even less.In order to give full play to the guiding effect of the overall planning of small towns and truly realize the significance of expert evaluation in the process of planning plan evaluation,this paper innovatively uses text analysis method,based on the value analysis of the evaluation opinions and the research on the influencing factors of the evaluation opinions,a text analysis system is constructed to study the evaluation opinions on the master planning of 67 small towns in Linyi,finally,the author puts forward some optimization suggestions for the experts who evaluate the overall planning of small towns.First of all,the relevant concepts of the evaluation opinion,the evaluation of the overall planning plan of small towns,and text analysis are defined,this paper summarizes the research on expert evaluation,small town overall planning scheme evaluation,official document writing and text analysis,the theories of policy evaluation,group decision-making,text hermeneutics and public participation system are summarized,which provide theoretical support for the follow-up research.Secondly,on the basis of the above research,the paper studies the inner requirement and influence of the evaluation opinion of small town master plan,and constructs the text analysis system on this basis.First,from the perspective of official document writing and program evaluation to analyze the value of its connotation,and summarized its characteristics.Secondly,it analyzes the influence from the general planning of small towns,relevant development policy requirements of small towns,research focus and so on.Thirdly,the paper introduces the methods of text analysis.Fourth,based on the above analysis,choose the appropriate analysis perspective,match the appropriate text analysis method,use reasonable analysis tools,build the text analysis system.Thirdly,the text analysis system is used to analyze the structure,content description and effect of the evaluation opinions of 67 small towns in Linyi,the characteristics of style,content and function are summarized.The specific features are as follows: description of on-the-spot record,general expression and Standard Format;specialty,locality,current affairs and subjectivity;antagonistic discourse and moderate discourse.Finally,on the basis of the above-mentioned characteristics,the existing problems and their causes are analyzed and optimized suggestions are put forward.The deficiency of the research is summarized and the future is prospected.
