The manufacturing industry plays a fundamental supporting role in China’s national economy,is the core of China’s scientific and technological innovation,and has a key driving role for the whole industry.Supporting and cultivating the development of manufacturing industry is conducive to promoting the upgrading and transformation of China’s industry and the sustainable development of economy,which is the inevitable choice of China’s new normal.Since the reform and development,the development of China’s manufacturing industry mainly focuses on the speed,but ignores the attention to the ecological environment,which has brought serious environmental problems.With the arrival of a new round of international industrial division of labor,China’s resources and energy are increasingly tight,and environmental problems need to be improved.At present,the low capacity utilization rate of manufacturing industry is still the bottleneck of its innovation.Green development is a necessary condition for the economic and innovative sustainable development of China’s manufacturing industry.Therefore,it is of great significance to study the green development level of manufacturing industry to accelerate the realization of green transformation of manufacturing industry.First of all,on the basis of relevant theories and literature review,this thesis constructs an evaluation system from three aspects: economic resources,ecological environment and technological innovation.G1 method and standard deviation method are used for index weighting to get the combined weight,and TOPSIS method is used to evaluate the green development level of the manufacturing industry.The super efficiency DEA model is used to evaluate the coordination degree among the elements of the green development level,and finally the spatial autocorrelation of the green development level of the manufacturing industry is evaluated.At the same time,this thesis takes 11 provinces of the Yangtze River Economic Belt from 2009 to 2018 as an example to conduct an empirical test on the green development level of manufacturing industry.The conclusions are as follows: in the past ten years,the green development level of manufacturing industry in the Yangtze River Economic Belt has shown an upward trend on the whole,but there are obvious differences in the green development level of manufacturing industry in the region,showing a step-type development trend of "high in the east and low in the west".Among the three factors of the green development level of manufacturing industry in each province,the ecological environment factor has the best green development level,while the technological innovation factor has the lowest development level.The green development level of manufacturing industry in Jiangsu Province is the highest in terms of economic resources,ecological environment and technological innovation.In the upper reaches of the Yangtze River Economic Belt,the green development level of manufacturing industry in Chongqing and Sichuan Province drives the green development level of manufacturing industry in the whole sector.In the middle reaches of Hunan Province and Hubei Province,the green development level of the manufacturing industry drives the green development level of the whole sector.Downstream,Anhui Province is dragging the whole plate backwards.By 2018,the effective values of coordination degree of Shanghai,Jiangsu,Jiangxi,Guizhou and Yunnan are all greater than 1,reaching the effective stage of DEA,while the effective values of coordination degree of other provinces are less than 1.The Moran ’i index of the green development level of the manufacturing industry in the Yangtze River Economic Belt shows an upward trend,and Shanghai and Jiangsu Province have been showing a high level of spatial correlation.By 2018,Sichuan,Yunnan and Guizhou provinces showed a spatial correlation characteristic of low level aggregation.According to the empirical results of this thesis,the countermeasures and suggestions are as follows: strengthen the integrated development of economic resources,ecological environment and technological innovation in provincial and municipal manufacturing industries.We will promote coordinated green development of manufacturing among regions.Highlighting green and high-quality development of the Yangtze River Economic Belt.We will actively guide and encourage manufacturing enterprises to improve their independent innovation capabilities.We will promote the development of manufacturing clusters.
