Analysis Of The Dilemma And Path Of Ecological Environment Governance In Sanhui Town, Hechuan District

With the acceleration of China’s rural urbanization process,rural economy has been rapid development.However,while developing the economy,some local governments behaviors of "emphasizing economic indicators and neglecting environmental protection" has caused serious pollution to the rural ecological environment.In recent years,under the guidance of the "Two Mountains Theory ",the rural ecological environment of our country has started to produce results,and the environment is meliorated.But owing to the non-exclusive and non-competitive nature of "public goods" of environmental products the phenomena of "free-ridder" and "Tragedy of the Commons" are easy to appear in the process of environmental governance.Therefore,the traditional single subject mode of rural ecological environment is declining day by day,and the cooperation and co-governance of multiple subjects has gradually attracted widesprade concern.This paper selects Sanhui Town with ecological endowment in Hechuan District as the research object.Sanhui Town is rich in mineral resources,but due to the unscientific and unfriendly mining mode of resource-exrtaction enterprises,the local ecological environment is seriously damaged,and the self-purification ability of the forest can not be realized.Although Sanhui Town has taken active ecological environmental control measures,but the effect of governance is ineffective.An important reason is that the traditional "single subject" governance model can not adapt to the current complex environmental pollution problem in the solution of the contradiction between rapid economic growth and damaged resource.At the same time,enterprises and farmers are not aware of participating in environmental governance,and non-governmental organizations have not yet participated in ecological environmental governance.Based on the polycentric governance theory,the author explores the path selection principle and operation mechanism of ecological environment management in Sanhui Town,and puts forward the corresponding management countermeasures from four main subject of view: government need to clarify responsibilities,change from "government-led" mode to "government-led participation" mode.Local enterprises should assume more social responsibility,adjust industrial structure and reduce environmental pollution.Local residents should set up the sence of ownership as soon as possible,raise the consciousness of environmental protection and participation in environmental management,and actively participate in the practice of environmental management in Sanhui Town.In the ecological environment management of Sanhui Town,the lack of private environmental protection organizations should be paid enough attention to,and actively explore the way and mechanism of its introduction or formation.In this paper,the polycentric governance is applied to the ecological environment management of Sanhui Town,and the reasonable action path is explored to improve the effect of environmental pollution control,in order to provide reference and reference for the ecological environment management of similar villages and towns.
