Study On Environmental Effect Of Undertaking Industrial Transfer And Path Of Sustainable Development

The Yangtze River Economic Belt has an important position in the economic development and ecological pattern in China.At the same time the Yangtze River Economic Belt as the main battlefield to undertake industry,it is very important that how to insist on the strategic position of "ecological priority and green development",and promote the sustainable development of undertaking industrial transfer.Therefore,in order to further explore the direction and degree of the influence of industrial transfer on the environmental quality of the Yangtze River economic belt,this paper selects 2006-2016 index data of Yangtze River economic belt.Firstly,we analyze the present situation of industrial transfer and environmental pollution of the Yangtze River Economic Belt.Secondly,using the SBM-Undesirable model to calculate environmental efficiency of undertake industrial transfer of the Yangtze River economic belt and the three major regions.Finally,based on the Environmental effect theory of industrial transfer and the calculation result of environmental efficiency,from four aspects of scale effect,structure effect,technical effect and effect of environmental regulation to structure the simultaneous equations model which can analyze concretely the influence mechanism of undertaking industrial transfer to the environmental quality of the Yangtze River Economic Belt.The main conclusions are as follows:(1)There are several major features of the current situation of the Yangtze River economic belt:First,the overall size of the is increasing and the increment speed is gradually slowing down.Second,the undertaking industry mainly concentrated in the second and third industry.Third,the source of international industrial undertaking mainly focused on Asia.Fourth,there are great difference among the industry undertaking scale of the three major regions,while the domestic industry undertaking scale gap is not obvious.From the present situation of environmental pollution,waste water,waste gas and solid waste emissions is increasing,water pollution,air pollution and solid waste pollution problems have become increasingly serious.(2)The average environment efficiency of The Yangtze River economic belt is only 0.42,it shows that the current environmental pollution problem is still outstanding,and the environmental quality level varies greatly among the regions,the efficiency of the downstream area was obviously higher than that of midstream and upstream areas.In addition,from the point of view of the development trend,the environmental efficiency of the whole and the three major regions of the Yangtze River Economic Zone are increasing in 2006-2016 years.(3)From the estimation results of simultaneous equation model,the total effect of undertaking industrial transfer on the Yangtze River Economic belt is negative,that is,industrial undertaking will reduce the environmental quality.From the results of decomposition effect,the scale effect exacerbates the environmental pollution,while the structural effect,technology effect and environmental regulation effect had a positive impact on the environmental quality of the Yangtze River Economic Belt.(4)From the difference of environmental effects between the three regions,the total environmental effects of industrial undertaking in the three major regions are all negative,and the worst environmental impact in the midstream area is the greatest.From the decomposition effect,scale effect has a negative impact on the environment quality in the downstream,and structure effect and technology effect of three regional environmental quality has positive effects,environmental regulation effect has a negative impact on the quality of the environment in the upstream areas,but has a positive impact on the downstream area.Finally,based on the above research conclusions,we put forward different sustainable development paths.
