| At present,ecological governance and environmental protection have risen to the national strategic level,and the economic impact of environmental planning has been widely studied by scholars.So,does environmental regulation promote the evolution and upgrading of industrial structure while bringing ecological effect? What is the specific impact mechanism? Are different types of environmental regulation tools consistent in the evolution and upgrading of industrial structure of the whole society?Around the above problems,the research and study of this paper are carried out.Based on the empirical analysis of China’s provincial panel data from 2002 to2017,this paper establishes a panel data model with environmental regulation as the explanatory variable and technological innovation,regional opening level,foreign direct investment and economic development as the control variable,in an attempt to test the effect of environmental regulation on the evolution and upgrading of China’s industrial structure as a whole society.In addition,the environmental regulatory measures are divided into two types: investment and cost,and the effects of the two different regulatory measures on the evolution and upgrading of the industrial structure of the whole society in China are analyzed.The goal of the research is to explore specific ways of influencing the upgrading of industrial structure,jointly realize the upgrading of environmental protection and industrial structure,and promote the green development of China’s economy.Through empirical analysis and research,the following conclusions are drawn:when the overall measurement of environmental regulation is based on the proportion of the total investment in environmental governance in the total GDP of each province,it is found that the impact of environmental regulation on the evolution and upgrading of the entire social industrial structure in China presents a "U" curve effect.Investment-oriented environmental regulation has an inverted "U" shaped effect on the evolution and upgrading of industrial structure in the whole region of China.Expense-based environmental regulation has a positive "U" shaped effect of first inhibiting and then promoting the evolution and upgrading of industrial structure in the whole region of China.In this paper,the previous study of a series of problems from the following Suggestions: the regulation of different environmental regulation policy in different intensity,the society as a whole the evolution of industrial structure upgrade in China plays a different effect,should make reasonable environmental regulation policy,to play up the positive role of each environmental regulation measures in the curve;Encourage and support enterprises to carry out technological innovation and stimulate the internal motivation of enterprises to carry out innovation spontaneously;When formulating environmental regulation policies,all regions shall jointly formulate sound environmental regulation policies. |
