Research On The Influence Of Environmental Regulation On The Optimization And Upgrading Of Industrial Structure

In the past,the extensive economic growth model brought Chinese economic take-off and also caused serious environmental problems.At this stage,China is facing the dual problems of economic downturn and increasingly serious environmental pollution.Nowadays,there is an important issue: how to maintain stable economic growth while taking into account the environmental protection requirements of energy conservation and emission reduction in the current national development strategy.The report of the 19 th National Congress of the CPC pointed out that at this stage,China urgently needs to promote the construction of ecological civilization to promote the optimization and upgrading of the industrial structure.Environmental regulation can impose environmental constraints on polluting enterprises from the outside to force enterprises to adjust their internal structures and engage in innovative activities and then drive the upgrading of industrial structures.Nowadays,changing the mode of economic development has become the consensus of the world to solve ecological and environmental problems,and the optimization and upgrading of the industrial structure is the key booster for the current economy to complete the transformation of high-quality development.There has being much research about the relationship between environmental regulation and industrial structure.This paper first defines the concepts of environmental regulation,technological innovation and industrial structure,and then reviews relevant literature research from three aspects: environmental regulation and technological innovation,environmental regulation and industrial structure,and technological innovation and industrial structure.On the basis of sorting out the relevant theories,this paper proposes two theoretical hypotheses to provide a theoretical basis for subsequent empirical analysis.Secondly,this paper summarizes the types of environmental regulation and the current implementation status of environmental regulation in China,and introduces that the evolution of environmental regulation in China is mainly divided into three periods: the budding period(1973-1979),the exploration period(1980-2004)and the in-depth development(2004-present).Then,this paper focuses on observing Status quo of environmental governance and investment in industrial pollution control,and then describes the current situation of Chinese industrial structure from the perspective of output value structure and employment structure.Thirdly,on the basis of the proposed theoretical assumptions,this paper constructs a benchmark regression model and a mediation effect model,uses the panel data of 30 provinces in China from 2003 to 2019,constructs indicators of core variables,and analyzes the evolution of Chinese industrial structure and environmental regulation intensity.Through empirical regression,this paper studies the impact of environmental regulation on the optimization and upgrading of industrial structure.Finally,it is concluded that environmental regulation can significantly promote the optimization and upgrading of industrial structure,and can promote the optimization and upgrading of industrial structure through technological innovation paths;in terms of different regions,environmental regulation in the eastern region can effectively promote the optimization and upgrading of industrial structure,and when technological innovation is used as the mediating variable,there is a mediating effect of environmental regulation on the optimization and upgrading of industrial structure.In the central region,the environmental regulation inhibits the rationalization of the industrial structure and promotes the heightening of the industrial structure.In the western region,the environmental regulation is not related to the optimization and upgrading of the industrial structure.There is no mediating effect of environmental regulation on the optimization and upgrading of industrial structure in the central and western regions.On the basis of the above conclusions,this paper puts forward four suggestions: Firstly,accelerate the transformation of old and new industrial kinetic energy and enhance the core competitiveness of products.Secondly,increase support for technological innovation.Thirdly,adjust measures to local conditions when formulating environmental policies.Fourthly,cultivate the social atmosphere of green consumption.
