| With "public participation" increasingly becoming an important way of environmental governance,"whether the public can effectively participate in environmental governance" is becoming a governance problem to be solved.Therefore,it is of great theoretical and practical significance to study the public role in urban environmental governance from the perspective of urban environmental governance and explore the role of citizens’ effective participation in environmental governance.Xi’an is the capital of Shaanxi Province,the National Central City,and an international metropolis.At the same time,it is also one of the areas with serious environmental pollution(especially haze problem).Therefore,Xi’an’s urban environmental governance is an important representative of the implementation of urban environmental governance actions in western regions and national central cities.In this study,Xi’an is selected as the research object City,and the research on the citizen role in Xi’an’s urban environmental governance is not only conducive to the theoretical explanation of the role and principle of the public’s effective participation in environmental governance,but also conducive to the realization of the modernization of urban environmental governance.The role of the public is a direct reflection of the mode and effectiveness of public participation.Based on the social role theory,the stage theory of policy process and the ladder theory of public participation,this study constructs a new public role analysis framework in urban environmental governance.Based on the guidance of this theoretical framework,through sorting out and analyzing the relevant data of public participation published by Xi’an Ecological Environment Bureau,this paper conducts empirical research and attribution analysis on the public role in Xi’an urban environmental governance,and then positions the ideal public role in urban environmental governance,and puts forward the path suggestions to achieve this role.In urban environmental governance,the effectiveness of public participation is mainly reflected in the different roles of the public.The role of the public is the sum of the behavior modes of the public in urban environmental governance,which embodies the combination of rights and obligations.The process of public participation in urban environmental governance is directly reflected in the different roles of the public in different policy stages,and the effectiveness of public participation is also different.The research shows that the public in Xi’an city environmental governance plays the role of"participant" at present,which is at a low level of effectiveness in all stages of environmental governance,specifically reflecting the provider in policy creation,the form participant in policy formulation,the incomplete obligor in policy implementation,and the limited supervisor in policy evaluation.This role shows the imbalance of governance rights,incomplete access to information and insignificant role expectations in Xi’an urban environmental governance.The reason is that the governance concept of environmental protection department has not been changed,the public role-playing ability needs to be improved,the role conflict of the public itself and the interest game with environmental protection department.Taking the effectiveness of public participation as the standard,the role of "collaborator" is the ideal role for the public to effectively participate in urban environmental governance.In order to promote the public from "participants" to "collaborators",the leading function of environmental protection department must be played first,which is the premise of environmental cooperative governance.Secondly,public active participation is the essential requirement of environmental cooperative governance. |
