Study Of The Role Of Government In Environmental Governance

As the global economic development continues, the industrialization deepens, environmental protection becomes a very important subject. Environmental protection is closely related to economy development. Today, as the environmental pollutions is so serious, governmental bodies should tackle the relationship between the environmental protection and economy development properly and lead the country economy development to a continuous and sustainable way by exercising their functions actively, stipulating applicable rules and policies and taking effective strategies. Environmental resources and environmental administration has the nature of public goods and externality that cause the overuse and lack of environmental administration supply to the environmental resources. This will need to be resolved by measures taken by the government bodies. Environmental protection is a systemic project involving many areas and aspects and having a complicated operating mechanism. This is a project involving many participants including governmental bodies, enterprises, public, etc, a project that taking the overall and long-term benefits of the public into consideration. As a governmental power body, government is playing an important role in administering environment issues in the followings:1. Stipulate and implement environmental administration and protection laws, rules and regulations.2. Promote the importance of environmental protection, advocate the whole society, enterprises and non-governmental bodies to supervise and manage any units violating the environmental protection laws, rules and regulations.3. Research the new means and method in environmental administration and protection, further improve and perfect the environmental protection laws, rules and regulations.4. Learn the experiences and lessons in environmental administration from other countries, and avoid in making the same mistakes.To build a harmonious socialism society, we must foster and carry out scientific concept of development of overall, coordinated and sustainable development. Currently, the way to resolve the confliction and difficulties we are facing is to speed up the society harmony, the key is depending on the economy development and environmental protection. Therefore, taking the opportunity of development, using the economy development as the turning point to further promote the development and improvement of environment to carry out and implement the new development concept is becoming more important and urgent. In researching the responsibility of our governmental bodies in environmental administration, this paper studied the evolvements of methods and means of the governmental environmental administration and the changes and developments of the environmental administration policies. At the same time, the paper has analyzed the effectiveness of the governmental environmental administration and the governmental ineffectiveness in environmental administration.
