The gradual process of change could be seen in the nature of governance in Nepal—shift from the formal governance, where state is taken as a main actor, to more informal governance, where there is different level of power at the center stage. Government of Nepal has already implemented public private partnership projects to carry out various kinds of development projects such as infrastructure development, urban environment, etc. Although public private partnership projects are being carried out the country is facing different kinds of obstacles and hindrances. Therefore, this study aims at determining the reinvention of governance by examining the role of public and private partnership as governance, which could lead the country towards the development. This study also focuses the importance of public private partnership as well as its opportunities and risks in a least developed country like Nepal.This paper begins with the background of study along with literature review. Three projects under Private-Public-Partnership for Urban Environment were chosen for case study and filed survey was also done by distributing questionnaires to total of fifty person who had worked or is working in the related field of study. The case study and the survey results are analyzed and recommendation and conclusions are made accordingly.
