| Land is the basis of people’s livelihood.The in-depth studies on the land resources management is not only the foundation and strategic guarantee for the realization of sustainable development,but also an important guideline for the adjustment and optimization of local economic structure.Therefore,the local land resources management department,as the intermediate hub connecting the preceding and the following in the land resources management system,has an important impact on the implementation of the strictest national land management system by giving full play to its functional orientation and optimizing the management of related work.Similarly,optimization of the business environment is a further deepening of the reforms to streamline the government,delegate power,and improve government services and an important handgrip for the transformation of government functions,which is related to the soft environment for a regional development and is conducive to further stimulating market vitality.It is highly valued by the Party Central Committee,the State Council,the provincial and municipal governments,and more and more attention is paid to it from all walks of life.Optimization of the business environment is an inevitable requirement for the development of a region,which is conducive to further facilitating people and enterprises to handle affairs and enhancing their sense of acquisition.Currently,the management of land resources occupies an important proportion in the optimization of the business environment in the whole region and even in the whole city.The management of land resources includes real estate registration,examination and approval of construction projects,acquisition of land by enterprises and other related contents.This paper takes the land resources management in P District of Nanjing as the researching object.It takes district level of real estate registration management and land use approval management as the breakthrough from the perspective of optimizing business environment,combined with the excellent examples of related management in other advanced cities in China through the methods of survey research and comparative analysis.This paper analyses the problems existing in the distirct level’s real estate registration management and land use approval management,as well as the deep reasons existing in the management concept,system construction,management system and mechanism construction.Finally,it suggests some corresponding measures and advices to improve the management of land and resources in P District.Through analyzing the management of land resources in P District from the perspective of optimizing the business environment,it is helpful to further improve the public service level and enterprise service efficiency of land resources management department in P District.At the same time,by comparing with the excellent cases and practices of other advanced cities at home in relevant work,it is more helpful to analyze the functional dilemma of land resources management in P District and the factors restricting the relevant reforms.Through targeted optimization of the management measures and methods of land resources in P District,the organization and coordination ability of relevant departments can be improved,so as to supplement the short board,the strong and weak items,and actively compete for the position,help to improve the overall level of land resources management in the whole district and provide more effective reference for the future development of the local land resources system according to “let one unit guide a whole area”. |
