Research On The Management Of D County Land And Resources Office Under The Background Of The Institutional Reform

The 19 th National Congress of the Communist Party of China(CPC)has opened the prelude to deepening the reform of institutions and administrative system in the new period.On the basis of the national conditions,the power and responsibility of the party and the state government departments were re allocated,and the party and government departments with similar functions were merged(co operation)for office,emphasizing the scientific nature of allocation.The reform of China's natural resources management system has proceeded in an orderly manner.The state-owned natural resource assets management and natural ecological supervision and management departments have been set up to exercise the duties of all natural resource assets owners.In this reform,the land and resources system has been combined with several systems into a natural resources system.This paper mainly studies the problems in the period of institutional reform,such as the construction and development of D County Land and Resources Institute does not adapt to the direction of national reform,does not conform to the situation of natural resources development,to the requirements of social and economic development,and to the new responsibilities and roles.Through the investigation of resource management,organization setting,team building,responsibility undertaking,business development,information construction and other aspects in D County during the period of institutional reform,this paper analyzes the root causes of these problems.According to the theory of New Public Management,this paper analyzes the problems existing in the basic level institute and forms a new “E-E-E” management model.The new management mode of “E-E-E” is mainly discussed from three aspects: efficiency,effectiveness and execution.In this paper,as long as we can start from these three aspects,improve the efficiency of work management,improve the efficiency of the use of natural resources,strengthen law enforcement,and comprehensively solve the problems of mismatch of power and responsibility,inconsistency of power and responsibility,and inaccurate positioning at the grass-roots level,so as to optimize the working methods,innovate the management ideas,and realize the grass-roots level construction in D County during the period of institutional reform The responsibilities of protecting natural resources and safeguarding economic development can be used for reference.There are 53 references in this paper.
