| Water resources,as the basis for the survival of life on earth,play the most important role in the life and production of human society.From the development and utilization of water resources to the protection of water resources,it is a process of social progress.At the same time,the economic development of various regions in Songhua River basin is also facing a series of problems,such as excessive water use,poor water quality and damage to ecological environment.Songhua River basin is one of the seven major basins in China,as the mother river of the people of Northeast China,it has high economic,social and ecological value and should be protected more effectively.In addition to the introduction and conclusion,there are five parts in this paper.The first part is an overview of water resources protection in the Songhua River basin,expounds the concept of water resources protection in the basin,and the particularity and urgency of water resources protection in the Songhua River basin Judicial protection needs to be strengthened,public participation is not high and law-abiding consciousness is weak,the fourth part is the relevant provisions of water resources protection at home and abroad,and the successful experience of water resources protection at home and abroad,and the fifth part puts forward the legal countermeasures to improve the protection of water resources in Songhua River basin,and puts forward the countermeasures to improve the legal system,strictly enforce the law,strengthen judicial protection,improve public participation and law-abiding consciousness.In summary,after combing through the relevant concepts and existing legal provisions,this paper from the Songhua River basin characteristics as a starting point to find problems,analyze problems and learn from the experience of other river basins to explore and innovate,combined with the actual situation put forward the establishment of a unified Songhua River basin protection regulations,winter water resources protection system,black land protection system,agricultural source water pollution prevention and control system,water ecological products in the basin to achieve the value of the legal system,the introduction of third-party implementation of environmental supervision and other local conditions.It is hoped that the study of the legal issues of water resources protection in Songhua River basin can make the water resources in Songhua River basin better protect and realize the sustainable utilization of water resources in Songhua River basin. |
