The Study On Environmental Discourses And Frame-building During The Water Resources Protection

This paper took the Liuxi river-protection case as an example,discussed and explored how the different communication subjects express themselves during the water environment protection issues through the perspective issue construction and discourse analysis,with a combinational method of quantitative analysis and qualitative analysis.The study found that the government,the environmental NGOs,opinion leaders and the media act prominently in the water protection communication,but the different roles they play in society caused that they use different models to construct the environmental problems.The discursive interactions and power bargaining among them influenced by time phasing,changable social backgrounds and various value systems,and jointly promote the process of water environment protection.After the preliminary analysis of the discourse operation models of these subjects,the author put forward several proposals on expand the discourse space for the water environment protection as follow: Strengthen the conversations between government and other subjects;All-round improve the possibility of public participation in water environment protection;And facilitated the construction of ecological city in Guangzhou.
