With population growth and the development of social economy,all countries are simultaneously faced with two major challenges of energy and water.There is water consumption in the process of using energy,and water resources consume a lot of energy in various aspects such as extraction,transportation,treatment and utilization.There is a complementary and mutually constraining coupling between energy and water,which has made more and more international organizations,government agencies and enterprises aware of the importance of managing energy and water resources from a collaborative control perspective.However,energy and water resources have been controlled separately for a long time,and it is difficult to form effective policy synergies.At the same time,during the “Thirteenth Five-Year Plan” period,China will strengthen the management of binding indicators,implement dual control actions on the total amount and intensity of energy and water consumption,and the synergy between energy and water resources policies will appear more and more important.This article uses web crawlers to capture texts published by China's 30 provincial governments from 2000 to 2018.Use the Language Technology Platform to perform semantic analysis on policy documents,and score policy text measures according to the central word analysis method.Establish a synergy model of energy-water policy to measure the degree of policy synergy among provinces,and analyze the coordinated evolution of national and regional policies based on the results of policy synergy measurement.Finally,the impact of energy-water policy synergy on energy-saving and water-saving effects was verified by constructing a metrological analysis model.The results of the study show that the degree of synergy between the provincial and municipal governments in China is increasing year by year,and the degree of policy synergy will be greatly improved at the beginning of the fiveyear plan.The synergistic use of energy-water policies is also affected by energy prices.Engineering project measures,technological innovation measures and structural optimization measures play a role in promoting energy conservation.Engineering project measures,technological innovation measures and economic fiscal and taxation measures play a role in promoting water conservation.The policy synergy between project measures and supervisory management measures will have a negative impact on the energy saving and water saving effect of the policy.
