Chinese Policy Research On Antarctic Governance From The Perspective Of A Community With A Shared Future For Mankind

Geopolitical and environmental developments have increasingly drawn the attention of the international community to Antarctica and the Southern Ocean.Over the past few decades,China has become a major polar player,and its expanding polar presence has become an important way for China to demonstrate its growing national strength and gain recognition from the international community.China’s Antarctic expedition and research work has experienced the preparatory start-up stage（1980-2000）and the development stage（2001-2015）.At present,it has reached the starting point of a new historical stage towards the construction of a polar power（2015-2030）.Under the current situation of rapid and profound changes in Antarctica and the needs of national polar strategy,the study of polar issues needs to further clarify China’s Antarctic strategy and strengthen Antarctic policy research around the goal of building a polar power.This paper analyzes China’s Antarctic governance policy from the perspective of "community with a shared future for mankind" and holds that the various actors of Antarctic governance are in a process of continuous interaction,which is from dialogue,consultation to recognition."coexistence" is the orientation of action,"co-governance" is the mode of action,"sharing" is the result of action,and the three stages are progressive.Countries carry out positive interaction on the basis of action-oriented "coexistence",recognizing each other’s legal existence in the Antarctic region and respecting the rights enjoyed by all countries.In the process of interaction,we adhere to "co-governance",and all actors consult,govern and build the South Pole together.Finally,to achieve the "sharing" of Antarctic governance results,sharing not only means that all participants can obtain absolute benefits,but also includes the fairness of the gains,so "sharing" is a high standard requirement.Through the analysis of "coexistence,co-governance and sharing",this paper summarizes the characteristics of China’s Antarctic governance policy in the emerging stage.In this paper,three representative Antarctic treaty negotiators,the United States,Argentina and India,are selected to analyze the Antarctic policies and characteristics of the three countries.it also analyzes the similarities and differences between the Antarctic governance policies of the three countries and China’s Antarctic governance policies from three aspects of coexistence,co-governance and sharing,so as to prove that it is applicable to promote the construction of a community with a shared future for mankind.Finally,through the carding of the Antarctic governance policy in the previous article,the paper summarizes the challenges faced by China’s Antarctic governance policy in the aspects of coexistence,co-governance and sharing,as well as the adjustable response path.
