Research On The Internationalization Strategy Of Japanese Higher Education In Recent Ten Years ——Take The Top Global University Project As An Example

In recent years,higher education exchanges and cooperation between countries have been deepening,and the internationalization of higher education has become an important trend in the development of higher education.Promoting the internationalization and high-quality development of higher education is of great significance to enhancing the international competitiveness of higher education.Since the Meiji Restoration,the Japanese government has begun to vigorously promote the internationalization of higher education,and has gradually elevated the internationalization of higher education to the strategic level,which was combined with the national development strategy to jointly promote the development of economy and higher education internationalization.The Japanese government proposed Japan’s "regeneration" strategy in 2013,and in the strategy,the "Top Global University " project was taken as an important way to implement the internationalization strategy of higher education.my country is also carrying out the internationalization of higher education,the purpose is to further expand the level of higher education opening to the outside world,deepen the reform of higher education,and promote the improvement of education,scientific research and school-running level.Therefore,an in-depth study on the internationalization strategy of Japan’s higher education in the past ten years based on the "Top Global University" project can provide reference for the internationalization of my country’s higher education.Taking the "Top Global University " project as an example,this research analyzes and summarizes the background,goals,measures and implementation results of Japan’s higher education internationalization strategy in the past ten years.This thesis mainly sorts out the background of the implementation of the internationalization strategy of higher education from three aspects: Japan’s "regeneration" strategy,Abenomics and building a first-class university.Based on the "Top Global University " project,this thesis concludes that the goal of the internationalization strategy of Japanese higher education is to improve the international ranking of universities and improve the international popularity and competitiveness of universities.The internationalization path is analyzed;taking two universities as examples,the internationalization implementation measures and effects of each institution are analyzed from the micro level.From the above research,it can be concluded that the internationalization strategy of Japanese higher education is carried out under the leadership of the government;the strategic goals and implementation paths are clear;quantitative indicators are used to test the effectiveness of the strategy;focus on improving the internationalization level of the university as a whole;The use of unified indicators to specify the content of internationalization of higher education ignores the dilemma of differences between different universities,excessive pursuit of digital indicators,and obstruction of international exchanges of higher education in the post-epidemic era.Through the SWOT analysis of the internationalization of my country’s higher education,combined with the relevant experience of the implementation of the internationalization of higher education in Japan,it puts forward relevant suggestions for the internationalization of my country’s higher education.
