The Study On Japanese “Top Global University Project”

Japan is a nation which is good at imitation,dependence and innovation.If you observe it carefully,you can find not only the economic mould,political structure,but also the style of building,that is full of characters of other nations.Japan is a recreation that is harmonious blend and mix with others' features,not a simply copying.Especially when it comes to modern times,Japanese education remarkably display that features.Japanese higher educational concepts,legal systems and models,they are a mixture that is blend of Japanese root essence and the western nation's vestige.Sharp thinking,active learning attitude make Japanese higher education enjoy a high reputation in the word.As to the rising globalization,Japan international rankings of colleges dropped sharply,and domestic economic and social stagnation.Facing to the severe situation at home and abroad,Japan tried many measures to make higher education internationalization further forward.These measures including: COE Program for the 21 st Century,Project on Welcoming 100,000 Students from Overseas,and Plan for 300,000 Exchange Students and so on.On the basis of early reform,in the March 2014,Japan's ministry of education and science promulgated the Top Global University Project,and tried the internationalization of higher education to have a better development.The Top Global University Project is a funding project that is designed to raise the level of internationalization of higher education by Japanese government.The project has detailed application processes,and review procedures.After rigorous review,the project committee selected 37 universities(Top A Top Type: 13 universities,and Top B Global Traction Type: 24 universities).These universities not only have a solid base,but also drew up a detailed plan to enhance their level of internationalization.Until December 2016,the Top Global University Project has made some achievements.For example,increase the proportion of foreign or experienced overseas staff,actively carry out foreign cooperation programs,and establish the study abroad mechanism and so on.But the Top Global University Project also was questioned by some scholars.SO it is exciting for the project's development in the future.In recent years,China's higher education internationalization has made many achievements,including cooperative operations,establishing Confucius Institutes with overseas universities and so on.China's higher education internationalization has turned into a new era.In October 2015,China government introduced the plan of Double First-rate,and the aim is to enhance the international compatibility and competitiveness of higher education in China.Facing to the similar background of higher education internationalization reform with Japan,China should draw lessons from the Top Global University Project,and promote the higher education internationalization have a better development.
