In recent years, as the advancement of world economy and the process of economicglobalization, the opening up of higher education in various countries and regions continue toincrease, the internationalization of higher education entered a new stage of rapid development. Asone of the more economically developed cities in Yangtze River Delta, Ningbo has made certainachievements in the internationalization of higher education. But as a city of higher educationstarted late, Ningbo city still lacks of experience and the corresponding strength in theinternationalization of higher education development, the process of internationalization of highereducation also faces many problems. The way to the internationalization of higher education inNingbo city is blocked due to insufficient understanding of the internationalization of highereducation, do not form a set of concept planning and strategy of the development ofinternationalization of higher education, school running system is not flexible and not enoughemphasis on long-term exchanges of personnel, and other factors. For this reason, this study furtherclarifying the concept on the basis of the internationalization of higher education in Ningbo city,then attempts to build up a set of strategies for Ningbo’s development of internationalization ofhigher education, and provides a text reference for other cities. Specifically, this study relatesprincipally to the following:The first part as a logical starting point of the study, ask questions, put forward the mainobjectives of the study and its significance, define the core concept, raise research status andexplain the ideas and methods of the study.The second part as a basis for study, firstly, interprets the core elements and the characteristicsof the regional internationalization of higher education, internationalization of higher educationelements are the core of the internationalization of higher education, and feature analysis of theinternationalization of higher education contributes to policy proposing of internationalization ofhigher education. On this basis, the paper makes a preliminary analysis of motives and strategies ofthe regional internationalization of higher educationThe third part is investigation and analysis on Ningbo’s development situation of theinternationalization of higher education. This part takes Ningbo as a typical case, makes analysis ofthe present situation on part of the full-time undergraduate colleges and vocational colleges.At thesame time of clearing problems in Ningbo’s higher education internationalization developmentprocesses, further the basic judgment on the cause of the problem.The fourth part is a core part of this study. First of all, four fundamental principles guidingregional higher education internationalization development, namely the principle of equality, theprinciple of two-way, the principle of pluralism and the principle of deep levels. Based on this, analyses Ningbo’s higher education internationalization development in the exists of problems andcauses, then put forwards that can led the way as commensurate with the region’s economic andsocial development, and international communication between teachers and students as the guide,and the introduction of international quality education resources and to enhance integration of themanagement system in colleges and universities and colleges’ idea internationally matches,regional advantages into play multi-level educational cooperation and exchange, then building aregional strategy of internationalization of higher education, and comprehensively promote theinternationalization of higher education.The last part of the study raises conclusions, and to reflect on the study, noted that shortcomingsin the entire research process. And, on that basis, to prospect follow-up studies.
