Japan has always been regarded as a developed country that is good at imitating and innovating.As a neighboring country and a non-English speaking country with China,a series of policies introduced by Japan in recent years to promote the internationalization of higher education have certain reference value for China.The article focuses on the "Global30(G30)" and "Top Global University Project(SGU)".It uses literature analysis,case analysis,panel data analysis and other methods to develop in the context of time.The internationalization policy of Japan's higher education was reviewed in the current year and its characteristics,achievements and problems were summarized.The results show that in the course of the internationalization policy of higher education in Japan in the past ten years,the "Global30(G30)",which focuses on curriculum development,has improved the overall English level of universities and the quality of teachers and students within five years of operation.Diversity,but problems such as the "out of island" phenomenon of English degree courses have led to higher project abandonment rates and discord within the campus during the later stages of development;as a follow-up,the "Top Global University Project(SGU)" was introduced in 2014 By repositioning,the goal is to raise the level of internationalization of the university as a whole and to give clear numerical requirements for various indicators of internationalization.After5 years of development and efforts,a relatively complete international system has been gradually established in terms of teachers,campuses,courses,services,and funds.Although there are some shortcomings in the implementation process,the overall level and quality of internationalization are Steady improvement.By analyzing the two main policies of internationalization of higher education in Japan in the past 10 years,we can clearly see the definiteness of the policy objectives of Japanese higher education internationalization and the important guiding role of the government.In addition,the problems of the internationalization policy of Japanese higher education have also revealed that in the process of implementing the internationalization policy,we must pay attention to both quantitative results and development quality.
