Research On The Problems And Countermeasures Of Public Childcare Service For Infants In Dalian

In order to adjust my country’s demographic structure,promote the implementation of "Comprehensive Two-child" policy and "Three-child" policy,and solve practical problems in infant family care,the state and local governments have successively formulated a number of infant care services related policies.In 2020,the Dalian Municipal Government issued the "Implementation Opinions of Dalian on Promoting the Development of Infant and Child Care Services under 3 Years of Age",clarifying that the city will gradually establish and improve the supply system,management system,policy guarantee system and Organize and implement mechanisms to build diversified care services such as full-day care,half-day care,hourly care,and temporary care.Understanding the current status of public childcare services for infants and young children in Dalian can fundamentally solve the practical problems of public childcare services for infants and young children,and provide suggestions for building and improving the public childcare system for infants and young children in Dalian.This research uses questionnaire survey,interview and other research methods to investigate the current situation of public childcare services for infants and young children in Dalian.The survey found that the current infant and childcare services in Dalian City have problems such as imbalance of service supply and demand,single service form,single service content,low professional level of teachers in service institutions,and loopholes in service supervision.The main reasons are: insufficient government support for infant care institutions,lack of an evaluation system for infant care services,implementation standards for infant care services still to be improved,lack of standards for teacher training in infant care services,and infant care services.The responsibilities of service supervision are unclear.Based on this,the author draws on the successful experience of Shanghai,Nanjing and Guangzhou,and puts forward suggestions for the development of infant care services in Dalian: improving policies and regulations to provide institutional guarantees for care services,increasing public investment and increasing infant care services.Improve the number of childcare service institutions,improve the evaluation standards for infant childcare services,improve the professional training and evaluation mechanism for infant childcare service talents,and establish and improve the supervision and supervision mechanism for infant childcare services.
