At present,the focus of our country's employment is changing from the employment quantity to employment quality.As an important index to measure the quality of employment,degree of employment normalization is attracting more and more attention,and the excessively high proportion of informal employment in Chinese migrant workers not only does harm for the migrant workers' labor rights,but also pulls down the quality of Chinese overall employment,thus,the problem of informal employment in Chinese migrant workers seems more serious.In order to give some suggestions in improving the employment policy,solving the problem of employment in migrant workers and protecting the rights of migrant workers efficiently,this paper studied the trend and influence factors of informal employment in Chinese migrant workers during 2002 to 2013,and also evaluated the effect of various employment regularization policies.The data this paper used are the sample of Chinese migrant workers in CHIP2002,2007,2008,2009 and 2013,and the models used in this paper are the Logit and so on.We discussed the trend and influence factors of informal employment in Chinese migrant workers,and also the trend and influence factors of signing labor contract as well as attending endowment insurance.In addition,this paper evaluated the effect of employment regularization policy with the example of the new labor contract law.Furthermore,this paper discussed the influences of policy executive strength to the effect of employment regularization policy.The empirical results of this paper mainly include: 1)The overall formal employment of migrant workers in China was on the rise during 2002-2013,and it was mainly caused by the growth of the pension insurance participation rate.2)The nature of human capital,position,the employment unit and employment area will affect the participation of migrant workers in formal employment,labor contract signing and insurance endowment.3)The effect of employment regularization policy is not only valid but also has a positive correlation with policy executive strength.On the basis of these results,this paper puts forward several suggestions which can be taken to promote employment normalization of migrant workers and improve the employment quality of the migrant workers,including: 1)Giving the migrant workers labor rights can be the fundamental orientation of employment normalization policy.2)improving the human capital level of migrant workers is helpful to the effect of employment regularization policy.3)Eliminating the market entry barriers and ensuring equal employment opportunities are necessary measures to solve the problem that the proportion of informal employment of migrant workers is too large.4)It is the improving and promulgating various targeted employment regularization policies constantly that can be an effective way to the employment regularization of migrant workers.5)Strengthening the implementation of the employment regularization policy is a reliable guarantee for the employment normalization of migrant workers.6)Promoting the long-term sustainable development of the economy is a material basis.
