Ideological and political education policy research is an important component of Ideological and political education research.In recent years,ideological and political education policy research has gradually become a hot academic topic.Under the intersection of multiple scenarios of "building the nation into a strong cyberpower" and "strengthening the construction of network civilization",it is urgent to study the network ideological and political education policy from a theoretical perspective,reflecting the voice of the times and responding to the policy p ractice situation.Studying the evolution of network ideological and political education policy is beneficial to enriching the content of Ideological and political education policy research in Colleges and universities,enhancing the practical effect of network ideological and political education,and improving and optimizing the network ideological and political education policy.From the perspective of policy text analysis,this paper combines quantitative analysis with qualitative research,and takes the policy text of network ideological and political education in colleges and universities as the research object.This paper is divided into seven parts.The first part introduces the research background,summarizes the research status at home and abroad,and expounds the research significance,research ideas,research methods,research content and innovation.The second part of the theoretical basis,combing the relevant theories of policy change,defines the definition of network ideological and political education policy,which is characterized by political,authoritative,complex and dynamic,with three functions of guidance,coordination and control constraints.The third chapter analyzes the policy text of network ideological and political education in a quantitative way,and divides the network ideological and political education policy into three stages:preliminary exploration,statistical analysis,word frequency analysis,word cloud analysis and co-word analysis,the network ideological and political education policy is quantified,and the social network and semantic analysis of the whole text and texts at different stages are studied respectively.Based on the quantitative results,a preliminary discussion is made to grasp the evolution of the network ideological and political education policy as a whole.The fourth part further analyzes the discourse evolution of network ideological and political education policy by using qualitative research methods.This paper designs the coding table of the network ideological and political education policy,constructs the model of the development of the network ideological and political education policy,analyzes the function mechanism of the policy tools on the network ideological and political education,and forms three core categories of "policy objectives","policy tools" and "path dependence".Based on this,it further discusses the evolution law of the network ideological and political education policy.The discourse evolution of "policy objectives"is mainly reflected in the discipline and systematization of policy objectives;The discourse evolution of "policy tools" is mainly reflected in the continuous improvement of the quality of supply-oriented policy tools,the continuous improvement of demand side policy tools,and the increasingly prominent collaborative governance of environmental policy tools;The "path dependence" is reflected in the construction of educational venues,educational contents and teams.The fifth part analyzes the motivation of network ideological and political education policy from the deep structure and actors.The sixth part looks forward to the development of network ideological and political education policy from two aspects of policy design and policy implementation.It should focus on the relationship between policy design and problem-solving,policy design and technological innovation,policy design and historical convergence,policy design and institutional mechanism.Policy practice takes the network as the basic carrier to deepen education guidance,and takes theory as an important support to deepen the problem At the same time,we should strengthen the construction of content and team.The seventh part introduces the main conclusions of this paper.
