The report of the 19th CPC National Congress pointed out that socialism with Chinese characteristics has entered a new era,and put forward the requirement of"improving the rule of law literacy and moral quality of the whole nation".The sixth Plenary Session of the 19th CPC Central Committee pointed out that"the overarching task of upholding and developing socialism with Chinese characteristics is to realize socialist modernization and the great rejuvenation of the Chinese nation,and,on the basis of finishing the building of a moderately prosperous society in all respects,take a two-step approach to build China into a great modern socialist country that is prosperous,democratic,culturally advanced,harmonious,and beautiful by the middle of the century."The young generation is the main force of socialist modernization,and their literacy level is related to the success of socialist modernization transformation in economy,politics,culture,society and ecology.Rule of law literacy,as an important part of human literacy,is indispensable in promoting such modernization transformation.However,there is still a gap between the rule of law literacy of some college students and the goal of modernization.Based on the investigation of the current situation of the rule of law literacy of college students in the new era,this paper analyzes the reasons for the problems of the rule of law literacy of college students,and puts forward the optimization path of the cultivation of the rule of law literacy of college students in the new era.The paper is divided into the following six parts:The first part,introduction.First,the research background and significance are discussed.Secondly,through searching domestic and foreign literature websites,this paper explores the research status of the cultivation of college students’rule of law literacy.Thirdly,this paper uses literature research method,questionnaire survey method and in-depth interview method to carry out specific research.Finally,point out the innovations and shortcomings.The second part is the basic theory of the rule of law literacy of college students in the new era.First of all,the four core concepts of rule of law,rule of law literacy,rule of law literacy of college students in the new era and cultivation of rule of law literacy of college students in the new era are elaborated.Secondly,four dimensions of the rule of law literacy of college students in the new era,namely,the rule of law cognition,the rule of law belief,the rule of law will and the rule of law practice are explained.Finally,the paper clarifies the demands for the cultivation of college students’rule of law literacy in the new era:the unity of cognition,belief,will and practice,the progressive development,the principle of the unity of knowledge and action and the advancement of response to the era.The third part,the current situation of the rule of law literacy of college students in the new era.Through the questionnaire survey,the positive performance of the rule of law literacy of college students is understood,including rich perceptual experience in the rule of law cognition,having preliminary belief experience in the rule of law,obvious tendency to defend the dignity of the rule of law and able to take active law-abiding behavior.However,there are also some problems in the rule of law literacy of college students,that is,the depth and breadth of the rule of law cognition is insufficient,the rule of law belief still needs to be further respected,the rule of law will still needs to be tempered for a long time,and the participation in the rule of law practice is not extensive enough.The fourth part,reasons for the problems in the rule of law literacy of college students in the new era.Taking the four dimensions of rule of law literacy as the starting point,the deep causes of existing problems in each dimension are analyzed.The obstacles that lead to the cognitive deviation of the rule of law of college students include the main cultivation channel still needs to be optimized,the influence of bad family upbringing,the historical residue of the traditional concept of the rule of man and the habit of individuals using less information to perceive.The channels to promote the rule of law belief of college students are not enough,which is manifested in the limited elements of the rule of law in the campus environment,the emphasis on sentiment between law and sentiment in the family,the nurturing role of the media needs to be manifested,and the lack of autonomy of individuals in promoting the rule of law belief.It is difficult to shape college students’rule of law will,which is reflected in the lack of attention to the cultivation work in school,the lack of family cultivation concept and ability,the impact of bad social atmosphere and the lack of individual consciousness of the exercise of rule of law will.The internal and external interference impeding the rule of law practice of college students include the limited actual effect of the activities of rule of law practice,the influence of parents’bad performance of rule of law,the misleading of negative social behavior and individual neglect the rule of law practice due to various needs.The fifth part,the optimization path of cultivating college students’rule of law literacy in the new era.First of all,we should optimize the classroom of the rule of law cognition,improve the way of family education,carry out the publicity of the rule of law with the focus on correcting errors,and individuals master the scientific cognitive way,so as to deepen the rule of law cognition among college students.Secondly,the elements of the rule of law should be implanted in the campus environment,the concept of rule of law and the emotion of"Family-country"should be guided in the family,the rational communication of media should be promoted,and the individual should think about the value of the rule of law and belief,so as to improve college students’rule of law belief in multiple ways.Thirdly,to construct a comprehensive school cultivation model,enhance parents’cultivation concept and ability,lead the social atmosphere with core values,and nourish rule of law will with the help of moral quality,so as to form college students’rule of law will.Finally,the breadth and quality of activities of rule of law practice should be improved,parents should guide the rule of law practice with correct actions,the society should punish evil and promote good,and individuals should realize the satisfaction of rule of law practice to the needs,so as to promote the college students’rule of law practice.The sixth part is the conclusion.In the integrated construction of a country,government and society ruled of law,people are the most active and crucial factor.The cultivation of college students’rule of law literacy is the basic work to help college students shoulder the responsibility of the construction of the rule of law in China.Carrying out theoretical and practical research on the cultivation of college students’rule of law literacy,deeply grasping the development rules of college students’rule of law literacy and effectively improving the cultivation effect of college students’rule of law literacy are beneficial explorations to inject strength into China’s rule of law construction.
