The Fourth Plenary Session of the 18th CPC Central Committee proposed that the general target of pushing forward the rule of law is to form a system serving for the socialist rule of law with Chinese characteristics and build a country under the socialist rule of law.The law-related education in elementary and secondary schools,as an initial part of building a socialist rule of law with Chinese characteristics and a foundational project for constructing a socialist country based on the rule of law,plays an overall and guiding role in legal construction process of our state.Elementary and secondary school students as socialist constructers and successors,whether they have a good quality of law literacy,which is not only an important criterion for measuring the current China’s legal education quality,but also a significant symbol of reflecting the basic quality of our citizens.Under the background of stressing that it is necessary to improve the law literacy of entire nation in the 19th National Congress of the Communist Party of China,studying the status quo and cultivation strategies of elementary and secondary school students’ law literacy has a crucial theoretical and practical significance.Based on studying and analyzing the policy versions such as " the syllabus for the rule of law education for juveniles" and arranging the rule of law education textbooks in different learning periods of elementary and secondary schools and reviewing a great number of literature on law literacy,this study strictly makes a questionnaire in consideration of different learning periods and multi-dimensions,then issues and collects questionnaires from elementary and secondary schools.Through arranging and analyzing survey data,this study elaborates the current situation of law literacy among elementary and secondary school students,and explores the reasons behind the status quo of law literacy among elementary and secondary school,and then put forwards some effective strategies of improving elementary and secondary school students’ law literacy aiming at the existing problems in the process of cultivating the rule of law education in elementary and secondary school students.Through investigating the status quo of the rule of law education among elementary and secondary school students,it is found that some problems cannot be ignored and urgently needed to be settled in the practice process of legal education in elementary and secondary schools.As a whole,because the current teaching methods of school law education mainly depends on giving lectures in classes and the teaching methods are single,students are lack of sufficient understanding about the significance of the rule of law education,and the lack of family and social environment cultivating the rule of law education among elementary and secondary schools students,leading to the low-level quality of law literacy.Judging from the overall situation of the students’law education in each learning period,the high school students’ legal literacy is lower than that of the compulsory education syllabus.The main reasons for this phenomenon are lack of specialized and compulsory textbooks about the rule of law education in high schools,and the examination-oriented education will squeeze the quality education under the senior high school education system.Facing to the existing problems to be urgently settled in the process of cultivating law literacy among elementary and secondary school students,schools should update teaching methods of law education in elementary and secondary schools,specifically speaking,they should actively explore the "student-centered" legal education classroom,and integrate law education into other subject courses and make full use of various ways to conduct the rule of law education.Schools should enrich teaching contents of law education,and reaffirm the significance of constitution education in entire law education process,and attach great importance to the status and role of socialist core values in the law education,and incorporate law literacy into the citizenship literacy system.Schools,families,and society should cooperate together to create a legal culture that is suitable for the law literacy cultivation of elementary and primary school students.It is necessary to start from the connection and coherence between the specialized textbooks of law education and the law education in compulsory education period,and establish high school law education system linked to compulsory education learning phase.Schools should accelerate law education teaching staff construction in elementary and secondary schools,and introduce professional teachers with law academic background,and conduct professional training for teachers,and actively hire part-time teachers outside to give lectures.
