Xupu County Agricultural Science And Technology Extension Talent Team Research On Construction Status And Countermeasures

The issue of "agriculture,rural areas and farmers" has always been the most important and urgent problem to be solved in China.Promoting the solution of the issue of agriculture,rural areas and farmers is conducive to realizing the Chinese dream of the great rejuvenation of the Chinese nation and the goal of "two hundred years".Agriculture has always been a fundamental industry in China’s industrial structure,and has contributed an indispensable force to the sustained and stable development of China’s economy.With the progress of science and technology and the development of the times,the popularization of new agriculture such as modern agriculture has spawned a series of new agricultural technologies,and how to connect agricultural technologies with farmers has become an important issue that modern agricultural development needs to respond to.As agricultural science and technology extension workers connecting farmers with agricultural science and technology,they shoulder the important responsibility and mission of popularizing new agricultural technology,and are important promoters of effective landing of new agricultural technology.In recent years,the state has paid special attention to the cultivation of agricultural science and technology extension talents and team building.For example,the "Implementation Plan for Modern Agricultural Talents Support Plan" promulgated in 2011 pointed out that it is necessary to support 10,000 agricultural technology extension talents with outstanding contributions,and carry out technical exchanges,study and training,observation and display activities;The Outline of the National Medium-and Long-Term Talent Development Plan(2010-2020)also points out that innovative scientific and technological talents should be cultivated;In 2020,the No.1 Document of the Central Committee proposed to train more talents who know and love agriculture and take root in rural areas,and promote more scientific and technological achievements to be applied to rural areas.This shows that the construction of agricultural science and technology popularization talents has become an important link in the development of modern agriculture and an effective driving force for the transformation of modern agricultural science and technology achievements into real productive forces.Therefore,how to promote the construction of agricultural science and technology popularization talents and build an efficient agricultural science and technology popularization talents team is a problem that we need to pay attention to.In this paper,the construction of agricultural science and technology extension talents in Xupu County is taken as the research object.After defining the concepts of agricultural science and technology extension,agricultural science and technology extension talents and talent team construction,the current situation of the construction of agricultural science and technology extension talents in Xupu County is deeply analyzed and studied by means of literature research,interview investigation and other social science research methods,combined with human capital theory,incentive theory and team cooperation theory.Through the investigation and understanding of the institutional setup,age structure,educational background structure,professional title structure,personnel training and personnel assessment of Xupu County,it is found that there are some problems in the construction of Xupu County’s agricultural science and technology extension talents,such as the lack of new forces,highly educated talents,professional counterparts,poor training efficiency and imperfect assessment system,which may be due to imperfect personnel training mechanism,imperfect staff incentive mechanism and service.Therefore,in view of its problems and reasons,this paper puts forward corresponding countermeasures and suggestions from the following aspects: First,improve the talent training and incentive mechanism;The second is to improve the concept of talents and service awareness,establish the development concept of "talents" as the core,and improve the service awareness of agricultural technology extension personnel;The third is to increase funding and policy support,increase financial input,and increase investment in wages and welfare funds;Fourth,improve the talent introduction system,increase the talent introduction publicity system,and expand the talent introduction channels.
