Due to the problem that parents can’t pick up their children on time caused by "3:30 school leaving",all kinds of tutoring and trusteeship organizations are rising crazily,trying to take the difficult problem as an opportunity to occupy the off campus training market.This has led to a series of problems,such as training institutions are not qualified to operate,there are major security risks,teachers without a license,teaching ahead of time,teaching beyond the outline,which has aroused social concern and discussion.In this regard,the education sector proposes to provide after-school services,which should be hosted and carried out by the school,and make use of the advantages of the school’s venues and teachers to ensure the safety of students.Therefore,in 2017,the Ministry of Education issued the guidance on doing a good job of after-school service for primary and secondary school students,which proposed that schools should be the main channel to carry out after-school service,and encouraged local governments to actively explore and carry out after-school service.In 2018,the Department of education of Guangdong Province also issued the guidance on doing a good job of after-school services in primary and secondary schools,calling on all regions to carry out after-school services.As early as 2015,Shenzhen launched the "4:30 activity",which is now the after-school service.100 primary and secondary schools in the city are designated to carry out the "4:30 activity" pilot,so that children can stay in school after school for trusteeship.In 2016 and 2017,the number of pilot schools continued to expand to 320.In 2018,Shenzhen Education Bureau said: by 2019,we will strive to launch the "4:30" activity of after-school service in all primary and secondary schools in the city.It can be seen that the after-school service in Shenzhen is carried out early and on a large scale.But how to carry out the situation is not known,this paper wants to study the after-school service of primary schools in Shenzhen through questionnaires and interviews.In this paper,first of all,through the literature research method to understand the status of after-school service at home and abroad,with a macro outline.Secondly,according to the policies issued by Guangdong Province and the relevant information of primary school after-school service in Shenzhen,the questionnaire and interview outline are compiled according to the actual situation of the region.Ten primary schools were selected for questionnaire and interview.Finally,through the collation and analysis of the survey results,understand the current situation of primary school after-school service in Shenzhen,find out the existing problems,and put forward suggestions for improvement.The conclusions are as followsThere are several problems in Shenzhen primary school after-school service: first,in terms of the construction of primary school after-school service system,schools lack of after-school service management institutions;school after-school service system lacks standardization;school after-school service supervision mechanism is missing.Second,in the design of primary school after-school service content,the content of after-school service is more random;the content of after-school service is lack of diversity;the content of after-school service is not high accommodation.Third,in terms of the guidance of primary school after-school service teachers,teachers’ professionalism needs to be improved;teachers are regarded as "Superman",and teachers’ enthusiasm needs to be strengthened.Fourth,in terms of the implementation effect of primary school after-school service,the implementation of the policy is not in place;the quality of after-school service needs to be improved;parents’ satisfaction with after-school service is not high.First of all,it analyzes the reasons for the lack of funds,after-school service and after-school service.Secondly,teachers’ willingness to participate in primary school after-school service is not strong,the reward of after-school service is not stable and the teaching task is heavy,so they have no time to take care of after-school service.Finally,parents’ understanding of primary school after-school service is biased,their demand for primary school after-school service is high,and the home school cooperative education mechanism is not established.The first is to improve the management system of primary school after-school service.It includes clarifying the detailed rules of funds management to protect the legitimate rights and interests of teachers;improving the safety management system to effectively avoid risks;establishing the supervision and evaluation system of after-school service to improve the quality of after-school service.The second is to optimize the allocation of primary school after-school service resources.It includes building after-school service platform to promote resource integration;mobilizing social forces to realize resource reuse;using public goods resources to enrich after-school service.The third is to establish a deep cooperation relationship between home and school in primary school after-school service.It includes strengthening the home school cooperation to publicize the value of after-school service;playing the role of parent committee to promote after-school service;establishing the home school cooperation mechanism to achieve the goal of after-school service education.
