Research On The Issues And Countermeasures About Chengdu Municipal Government In Promoting Employment Of Higher Vocational Graduates

With the large-scale expanded enrollment in higher vocational schools and the continuing negative impact of the COVID-19 pandemic on economic development,the employment challenges faced by higher vocational graduates are becoming more and more serious.As the main body of social public management,the government has introduced a series of measures to deal with the employment of higher vocational graduates,however,the effect of promoting the employment of higher vocational graduates is not satisfactory.How to further improve the government’s function level of promoting the employment of higher vocational graduates has become an important task that needs to be solved urgently.In this paper,the government functional departments related to the employment of higher vocational graduates in Chengdu are selected as the research object,and through the literature research method,questionnaire method and interview method,based on the present employment situation of Chengdu higher vocational graduates,the paper studies the current Chengdu Municipal Government’s function of promoting employment and the problems and causes of promoting employment.The results show that:(1)Nowdays,the employment problems of Chengdu higher vocational graduates are mainly characterized by low job satisfaction,the need to improve employment and major relevance,frequent job changes after graduation,and lack of understanding of employment policies.(2)Chengdu Municipal Government mainly promotes the employment of graduates by coordinating industrial and economic development,setting up a leading group for municipal employment,formulating various employment promotion policies,encouraging graduates to join the army,supervising the implementation of employment promotion policies,and optimizing employment services for graduates,but the effect on the employment promotion of higher vocational graduates is not significant.(3)The main problems in promoting the employment of higher vocational graduates in Chengdu Municipal Government are the lack of adequate support for small and medium-sized enterprises,the lack of awareness of higher vocational graduates for policies,the deviation in the implementation of employment promotion policy,the imperfection of the employment public service system and the failure to request higher vocational colleges to carry out employment mentality education.(4)The main causes of these problems are the adjustment of Chengdu’s economic industrial structure,the lack of relevance in the content of employment promotion policy,the lack of publicity and interpretation of employment promotion policy,the supervision of the implementation of employment promotion policy is not in place,the government’s responsibility to provide public services and guide higher vocational education is not strong.By drawing on the successful experience of promoting the employment of higher vocational graduates in Beijing and Shanghai,the corresponding countermeasures and suggestions are put forward to further improve the government function of promoting employment in Chengdu,including expanding the main market demand of higher vocational graduates,effectively enhancing the employability of higher vocational graduates,optimizing the decision-making mechanism of promoting employment policies and introducing supportive policy measures,improving the supervision system of employment-related policies,and strengthening the publicity and interpretation of employment promotion policies by various functional departments.It is of great theoretical and practical significance for Chengdu Municipal Government to carry out relevant research on the problems and causes in the process of promoting the employment of higher vocational graduates and put forward some suggestions.On the one hand,the implementation of this research enriches the theory of public management related to government employment promotion and provides a theoretical basis for improving the employment quality of higher vocational graduates.On the other hand,it is of great practical significance to promote the employment of higher vocational graduates,further guarantee social equity and maintain social harmony and stability.
