Education and training institutions have developed rapidly in recent years.While meeting some of the reasonable needs of parents and students,many chaos have also emerged.For this reason,since 2018,the Ministry of Education and other relevant departments have issued a number of regulatory documents,which have made necessary restrictions on the teaching behavior of education and training institutions.So,how is the implementation of the teaching content supervision policy,and what aspects of the implementation process need to be further improved? All of these urgently need to be investigated to grasp the status quo,discover problems,and seek solutions on the basis of revealing the reasons.This research takes Shanghai P district as the object.The author selected 50 education and training institutions,conducted a questionnaire survey of 200 teachers,and interviewed 22 teachers and principals of 15 education and training institutions.The investigation found that the supervision policy has been implemented,but the supervision of teaching content is obviously weaker than other aspects of supervision.The policy requirements for supervision of teaching content are clear,but the government’s intervention is relatively insufficient.Supervision activities have been initiated,but teaching violations are still widespread.The reason for the ineffective implementation of the teaching supervision policy is that the blind prohibition policy has caused huge resistance to the implementation.The lack of textual rules makes it difficult to advance the policy,and the single policy implementation subject reduces the effect of the policy implementation.For the above reasons,the author proposes corresponding improvement countermeasures and suggestions.First,it is necessary to categorize training institutions and set up reward and punishment systems to provide correct guidance to education and training institutions.Second,it is necessary to refine the content of the policy text,establish a specific supervision and evaluation mechanism,and enhance the operability in the specific implementation of the policy.Finally,multiple parties participate in the supervision and governance of teaching content,such as the establishment of industry associations,the self-examination mechanism of institutions,and the joint supervision of all sectors of society to enhance the effectiveness of the implementation of supervision policies.
