The Chinese government has always attached great importance to the development of education.In the 13 th Five-Year plan of national education development,it is pointed out that we should vigorously promote the "Internet plus education" mode and promote China’s education to develop in a higher quality and more equitable direction.The continuous spread of COVID-19 has challenged the development of quality education institutions outside schools,and the introduction of "double reduction" policy has provided an opportunity for the development of quality education institutions outside schools.Affected by the factors of information asymmetry,there are many problems in out of school quality education institutions,such as false publicity,poor curriculum quality,non-compliance of fees and so on,which makes it difficult to effectively protect the legitimate rights and interests of students’ parents.There is an urgent need for government departments to earnestly perform their regulatory functions,guide and supervise the law-abiding operation and healthy development of off campus quality education institutions.Based on the theory of public governance,focusing on the focus issues in the supervision of quality education institutions,this paper studies the operation and supervision status of quality education institutions outside primary and secondary schools in G city by using the methods of text analysis,questionnaire survey and individual interview,combined with case analysis.This paper finds that there are still some problems in the supervision of quality education in G City,such as imperfect qualification supervision,lax advertising supervision,inadequate supervision of teachers,non-standard supervision of teaching content and teaching quality,and insufficient supervision of fees.The reason is mainly because the regulatory laws and regulations are not perfect,the regulatory authorities are not coordinated,the regulatory method is unscientific and the social participation is not sufficient.Public governance theory emphasizes the diversification of governance subjects and gives full play to the role of social participation.Based on this,this paper believes that,in addition to strengthening the awareness of active supervision,perfecting the detailed rules of supervision regulations,strengthening the coordination of supervision departments and improving the technical level of supervision from the level of government functional departments,we should also use a variety of means to fully mobilize the enthusiasm of industry associations,out of school quality education institutions,parents and other stakeholders,so as to form a new trend of industry autonomy,institutional self-discipline and parents’ self-consciousness,Guide them to participate in the supervision work together,build a diversified supervision system,and promote the sustainable and healthy development of quality education institutions outside primary and secondary schools.
