| With the rapid development of urbanization,"space" has become one of the important categories in the study of urban-rural integration.To some extent,the development of urbanrural integration is reflected in the process of production and reconstruction of urban and rural space.Resettlement and removal of villages is a representative form of spatial restructuring in China’s rural areas,which contributes to the development of rural urbanization.The process of spatial reconstruction is not only reflected in the geographic location migration and residential space aggregation of the community,but also reflected in the process of community change and remolding.Community governance,as a community building action derived from space bearing,will inevitably lead to the breeding of new problems in the community and the transformation of community governance.In this paper,N village in northern Anhui was taken as a case,and data were collected by interview and observation methods.Through investigation and analysis of the process of village spatial change,the current situation of spatial reorganization,and the new problems of community governance after spatial reorganization,the overall characteristics of the three were summarized,and the governance optimization strategy of "village to residence" community was analyzed.Research found that in the government,the rural people,ordinary villagers triple under the action of forces,village finished early go practice,formally transformed into "the home village changed" community,space layout and its social function of traditional village has been broken in the process of restructuring,leading to the reconstruction of the physical space,the reshaping of the production and living space,cultural space and the reconstruction of the political space.After a series of spatial reconstruction actions of "de-ruralization",many governance problems have emerged in the new communities,which are manifested in five aspects,namely,the imbalance of public order under the compression of physical space,the rupture of social relations in living space,the lack of motive power in production space,the reduction of community consciousness in cultural space,and the chaos of organizational order space.In the daily practice of this kind of community,these problems do not exist in isolation,but are interwoven together,jointly leading to the community governance dilemma of "village to residence",and its governance transformation is imminent.Based on the analysis of existing community governance problems,this paper optimized the governance of "village to residence" from the aspects of reasonable planning of community,improvement of employment measures,creation of cultural atmosphere and improvement of governance efficiency.In terms of reasonable planning,it mainly starts from the perspective of soliciting residents’ opinions in the early stage and maintenance in the later stage,aiming at improving the community public order.The measures to improve employment are to eliminate the formal routine by means of employment education and providing employment channels according to local conditions.The purpose of building cultural atmosphere is to develop community consensus culture,reshape the memory of space and transform the neighborhood relations,and help reshape the sense of community.To improve governance effectiveness means to shape organizational order from two aspects: breaking residents’ dependence on policies and improving the recognition of governance subjects in residents’ minds.Spatial reorganization will not only bring about new governance problems,but also lead to the collapse of the original rural community.Therefore,this paper advocates to establish a new type of community with inclusive and open community culture,fair and just community environment and strong sense of social belonging under the premise of community governance optimization.In line with the attitude of being responsible for the residents,we should fully identify the needs of the relocated residents,make the planning closer to reality,and try our best to achieve space fairness and justice. |
