Labor education is an important part of our country’s overall development of education,and it has important practical significance in improving students’ labor literacy and cultivating high-quality labor talents.The labor education policy plays a guiding role in the development of labor education,ensuring the development direction of labor education,coordinating the internal contradictions of labor education,and providing policy guarantees for the steady development of labor education.Since the founding of New China,our country’s labor education policy has undergone many adjustments,and labor education policies at different historical stages have their specific development characteristics.Exploring the historical clues behind the labor education policy,analyzing the interactive relationship between the labor education policy and the development of labor education,summing up the experience and lessons of the labor education policy development since the founding of New China,which is undoubtedly of great value for the current labor education policy construction.Based on this,this research starts from the perspective of historical development,based on the policy texts related to labor education officially promulgated by the party and the state in various historical periods,and uses literature analysis,historical research,and comparative research to systematically analyze the evolutionary context,influencing factors and overall characteristics of labor education policies since the founding of New China.Based on this,explore the historical enlightenment of the labor education policy evolution since the founding of New China to the current labor education policy construction,in order to have a more comprehensive understanding of the history of the development of labor education policies in New China.From the perspective of the evolution of China’s labor education policy since the founding of New China,the labor education policy in the preliminary exploration stage(1949-1956)was aimed at serving production construction and ideological transformation,and restoring the country’s economic construction.A series of related regulations were promulgated and implemented.Production technology education is to cultivate students’ labor viewpoints,and labor education policies are initially institutionalized and standardized.In the tortuous development stage(1957-1977),labor education was used as a tool for ideological and political education.At this stage,the texts of the labor education curriculum policy are initially specific,and the policy content categories are specific,and a localized labor education system is gradually established.In the stage of correction and reshaping(1978-2000),the development of labor education policy has entered a new stage,and the labor education policy has been further improved at the target level,content level,and implementation level.The labor education policy at this stage is aimed at serving the country’s modernization and cultivating labor values.It not only increases the technical content,but also promulgates an independent labor education syllabus,promotes the standardization of curriculum policies,and gradually improves the policy content framework.In the comprehensive reconstruction stage(2001-present),in terms of policy objectives,clarify the training objectives of labor education and gradually standardize the target policy system;in terms of policy content,establish a special labor education policy to optimize the content system structure;at the policy implementation level,adjust curriculum policies are prescribed to meet the needs of the development of the times.Judging from the influencing factors of the evolution of our country’s labor education policy since the founding of New China,the evolution of our country’s labor education policy is closely related to the development logic of New China’s politics,economy,culture and labor education itself for more than 70 years.First,the economic factors’ demand guidance and development constraints on labor education policies,including economic development’s demand guidance on labor education policies,and economic levels restrict the value selection of labor education policies.Second,government decision-making is the leading factor that promotes the evolution of labor education policies,including the promotion of labor education policies by the national overall development policy,and the promotion of labor education policies by the national macro education policy.Third,cultural thought is the auxiliary inducement to promote the evolution of labor education policy,including the regulations of Chinese cultural traditions,the renewal of labor education concepts,and the in-depth understanding of Marx’s theory of the all-round development of human beings.Fourth,the inherent demands of the logic of labor education’s own development,including the deepening of the theory of combining education with productive labor,the constraints and requirements of labor education practice levels.Judging from the historical evolution characteristics of our country’s labor education policy since the founding of New China,in different historical development periods,due to the influence of specific historical and social environments,labor education policies have different characteristics.On the whole,the evolution of China’s labor education policy mainly presents the following five characteristics: in terms of content system,the overall content framework of labor education policy is becoming more and more perfect;in terms of value orientation,the value orientation of labor education policy has changed from single to multiple;On the main line of development,the function of ideological and political education runs through the labor education policy;in the direction of the goal,the transition from serving production and construction to the overall education of people;in the form of evolution,it is constantly developing and improving in the tortuous changes of discontinuity and bridging.Based on the historical investigation of the labor education policy changes since the founding of New China,it can provide many enlightenments for the formulation and implementation of the current labor education policy.First,clarify the value orientation of labor education policy,pay attention to the coordination of the ontological value orientation and tool value orientation,and the unity of scientific value orientation and humanistic value orientation;secondly,promote the construction of labor education policy system,and focus on improving the curriculum policy system,teacher policy system and evaluation policy system of labor education.Third,strengthen the implementation effect of labor education policies,focus on improving the monitoring system for the implementation of labor education policies and increasing the operability of the content of labor education policies.Finally,the formulation of labor education policies needs to coordinate and balance the development of labor education in urban and rural areas,pay attention to the connection of labor education policies at different stages of education,and coordinate the relationship between labor education and moral education,intellectual education,physical education,and aesthetic education.
