Superior development in education is the strategy of the central government. What's more, it is the strategic arrangement. So the relationship between educational development and economic development should be bettered, and the investment in education should be added, and the responsibility of government should be stressed. In recent years, the central and local governments have continually been promoting equality in education, the compulsory education, and the aids to the poor students throughout the country. A great change is that students in the six normal universities directly under the Ministry of Education could receive free education. The strategy to develop education superiorly has been putting into practice, and it gradually becomes the governments' main responsibility to provide the public education service to all the members of society. The attitude towards education has been changed basically, which is beyond the political standards and the economic thinking. To develop education is aimed to the integrated development of people, which strengthens the people's value.
