Due to the transformation of society and the change of domestic family structure,the number of family where both father and mother indulge in their working is booming.Due to the busy work,parents can neither bring their children in and take out of schools on time nor pay more attention to after-class care giving and educational guiding.“Blank Period”——parents are still busy in working when their children has already returned home.To make up for this blank,they tend to depend on the elderly and cram schools that can provide care and help for students.However,there are still many problems aroused during the specific implementation.Taking students in and out perplexing parents,family,schools and government,ferments into a social and public issue.To relieve the situation,in 2017,the Ministry of Education published Guidance on after-class service for primary and secondary school students,which,from then on,opened the stage of the implementation of after-class service in primary and secondary schools.However,after-class service is a brand new project and has not set up detailed rules and regulations yet,which results in too many problems in the process of performing.Therefore,it is quite essential for us to make researches of current after-class service and put up advice of upgrading on the basis of real problems.This study selects A primary school in Y District of Chongqing as the research object,by using the methods of questionnaire,interview and observation.A total of 437 valid student questionnaires,362 parents’ questionnaires and 137 teachers’ questionnaires were collected for after-school service.The interviewees included 3 school administrators,10 teachers,10 parents and 10 students.Structured interviews for school administrators,and the rest were semi-structured interviews.Through the investigation,we found that the effectiveness of the current after-school service in A primary school includes the operation of after-school service in order and the creation of a safe atmosphere;alleviating the problem of parents’ picking up their children and degrading the difficulty of parents’ tutoring students’ homework;helping to develop students’ good learning habits and improving their academic performance.At the same time,there are also deficiencies in after-school services,mainly including inadequate preliminary planning and design at the school level;curriculum content,teacher structure,time arrangement,and teacher teaching methods in the implementation process need to be optimized;supervision and evaluation system is absent.In order to optimize the implementation of after-school services in primary schools,improvements can be made through the three levels of government,society,and schools.The role of the government is clearly defined,the content of the policy is refined,the after-school service standards and evaluation mechanism are established and improved,and the education is transformed at the social level.Concept,integrate social resources,deepen the connotation understanding at the school level,reshape the early design,protect the rights and interests of the main body,optimize the implementation process,and improve the management of after-school services.
