Local higher agricultural and forestry colleges are not only "leading geese" and "vanguards" in the cultivation of local agricultural and forestry science and technology talents and innovation in agricultural and forestry science and technology,but also the backbone of serving local economic development and enhancing local agricultural technology innovation capabilities.In 2019,General Secretary Xi Jinping pointed out in his reply to the president and expert representatives of agricultural universities and colleges across the country: "China’s higher agricultural and forestry education is promising.Taking strong agriculture and agriculture as our own responsibility,we will bring out more scientific and technological achievements." Strong support has created a good environment for scientific research development for local agricultural and forestry universities,and to a certain extent has accelerated the improvement of local agricultural and forestry universities’ scientific research and innovation capabilities.However,at the same time,due to the influence of multiple factors such as provincial economy,culture and own resource endowment,the level of scientific research resource allocation and scientific research output efficiency of various local agricultural and forestry universities is uneven,and the overall situation is uneven.In the new era,in order to accurately implement the spirit of the letter written by General Secretary Jin Ping to agricultural universities,and to further optimize the utilization efficiency of scientific research resources in agricultural and forestry universities,enhance the efficiency of scientific research output,promote the rural revitalization strategy and high-quality implementation of innovative countries,and vigorously develop local agricultural and forestry Research on the evaluation of scientific research efficiency in colleges and universities has become imperative.First of all,this paper systematically summarizes and reviews domestic and foreign research literatures on scientific research efficiency of universities,and describes the main research trends at home and abroad.On this basis,the basic concepts such as efficiency and scientific research efficiency,efficiency evaluation and scientific research efficiency evaluation,and higher agricultural and forestry colleges and universities were effectively explained.At the same time,taking the new public management theory,performance management theory and allocation efficiency theory as the meta-theories,the research methods and evaluation index system applicable to this article are established.Secondly,by using the SBM model and the super-efficient SBM model,the static research and efficiency ranking of the scientific research efficiency of 31 local agricultural and forestry colleges and universities in China from 2010 to 2016 are shown.The realization of SBM is effective,accounting for 16% of the total sample,the proportion of non-SBM effective colleges is as high as 84%,and the average comprehensive technical efficiency is0.7992,which profoundly shows that the current relative efficiency of the local agricultural and forestry colleges in the effective use of scientific research resources is not high;In the comparison of the three major economic regions,the overall efficiency of scientific research presents a distribution pattern of central> west> east.In addition,using nuclear density estimation and the Malmquist index analysis model to carry out a dynamic evolution analysis of the scientific research efficiency of 31 local agricultural and forestry universities in China,it was found that the research efficiency of each university fluctuated greatly and showed a general downward trend from 2010 to 2016.There are signs of shrinking;the technological progress index is still the main driving force for improving total factor productivity;the low technical efficiency is the main factor restricting the efficiency of scientific research in local agricultural and forestry universities.Then,construct the Tobit model to explore the factors influencing the scientific research efficiency of local agricultural and forestry universities.The results show that: regional development level,human input structure-variables such as the proportion of scientists and engineers in research and development personnel are significantly negatively correlated with the scientific research efficiency of local agricultural and forestry universities;government support and human input structure-scientists in teaching and scientific research personnel Variables such as the proportion of engineers and the number of engineers are significantly positively correlated with the scientific research efficiency of local agricultural and forestry colleges and universities;there is no obvious correlation between the intensity of university competition,the regional scientific and technological environment and the collaborative innovation of schools and enterprises,and the scientific research efficiency of local agricultural and forestry colleges,but they all have a certain positive Promote utility.Finally,based on the empirical research of scientific research efficiency and the analysis of influencing factors,this paper puts forward policy recommendations for optimizing the scientific research efficiency of local agricultural and forestry colleges and universities mainly including: closely following national policy guidelines,targeting the first-line market demand;optimizing the funding mechanism,allocating educational resources reasonably;Management,improve the level of resource utilization;shape excellent scientific research teachers,build a scientific research highland and deepen the cooperation between industry,university and research institutes,and promote the transformation of scientific and technological achievements.
