Research On The Efficiency And Influencing Factors Of Scientific And Technological Innovation In Colleges And Universities

Innovation serves as the soul for a People's improvement and eternal driving force for development of society and prosperity of a country.Innovation ability is an important symbolization of a country's international competitiveness.Moreover,technological innovation occupies an extremely important part of innovation,which,as a result,must be paid enough concern for improvement of a country's international competitiveness and construction of technologically powerful country.As the core section of a country's knowledge innovation system,colleges and universities shoulder the important responsibility of educating tech talents and creating tech achievements and serve as important driving force for implementation of a country's independent innovation strategy.However,the problem of low innovation resources input-output efficiency continuously exists in the process of scientific innovation in colleges and universities.It's extremely important to improve resource utilization efficiency with the implement of national innovation strategy and increasement of universities' science and technology innovation investment.As a result,strategies are urgently required for optimal allocation of universities' technology innovation investment resources and improvement of universities' technology innovation output.In this paper,in-depth analysis is conducted in universities' technology innovation output in perspective of innovation output types.Universities directly under the minister of education are selected as research sample.Stochastic Frontier Analysis(SFA)is adopted.Each university in our sample is regarded as an independent evaluation decision unit to conduct empirical research on variation of tech innovation efficiency during 2005 to 2015 and influencing factors.The structure of this paper is as follows: In chapter 1,background and meanings of our research is introduced and worldwide research status is discussed;In chapter 2,related concepts and theoretical basis is explained;In chapter 3,status of domestic university technology innovation activity is analyzed;In chapter 4,empirical analysis is conducted on technology innovation efficiency of universities that are directly under the Ministry of Education.Efficiency evaluation is performed on selected universities through SFA,on this basis,factors that affect efficiency is analyzed.In chapter 5,policy suggestion is recommended according to preamble analyze and empirical results.In chapter 6,To summarize.The main conclusions of this paper are:(1)The efficiency of science and technology innovation in Chinese universities is low,and both academic and economic models are lower than 0.5;(2)The investment of manpower in science,technology and innovation activities is more important than the investment of funds to promote the output of scientific and technological achievements;(3)Some colleges and universities have low conversion rates of scientific and technological innovation achievements,and it is urgent to strengthen their conversion capabilities so as to improve their level of scientific and technological innovation;(4)Strengthening scientific and technological cooperation and exchanges and cooperation in universities and colleges can significantly enhance the level of scientific and technological innovation in universities.
