The Regional Comparison And Optimization Of Countermeasures For Efficiency Of Scientific Research In Colleges And Universities

China clearly put forward the strategy of "twelfth five-year" planning to build an innovative country of science and technology, improve our innovation ability, enhance the competitiveness of our country’s science and technology, and master the core technology in key areas, driving the transformation of economic development patterns and industrial structure in our country. Universities as an important part of our country’s science and technology innovation system, its efficiency of scientific research level is related to the independent innovation ability of science and technology, is also the important factor of the economic structure transformation in our country. Therefore, the study of scientific research input-output efficiency in universities is an important topic.We construct the scientific research input-output efficiency evaluation system of regional universities, and evaluate the scientific research input-output efficiency of regional universities when it made the scientific research efficiency of regional universities as the evaluation objects. The results and conclusions enrich the content of research on the scientific research efficiency in our country,and have great significance for improving the scientific research efficiency of The China universities, optimizing configuration of scientific research regional universities resources in our country and guiding the scientific research input-output activities of our universities.This paper studies with the efficiency of regional universities scientific research in our country, and introduces the theoretical basis of the efficiency of university scientific research evaluation system. According to the characteristics of input-output of scientific research in regional universities and the principles of DEA method, we construct the scientific research input-output efficiency evaluation system of regional universities. First of all, we evaluate the scientific research input-output efficiency of regional universities by using the traditional DEA model and Super-SBM model. The second, based on CCR and BCC and Super-SBM method, we analyze the input-output efficiency of scientific research in the Beijing and Tianjin universities. We deeply analyze scientific research inadequate input and output redundancy problem of the Beijing and Tianjin universities by using the projection analysis.Finally, according to the problems existing in the scientific research of the Beijing and Tianjin and the other regional universities, we provides some suggestions to improve the scientificresearch efficiency of regional universities.
